The device must be installed; the City reserves the right to request additional information or <br />inspect an installed device as necessary. <br />Municipal Projects – 20% city match required <br />Up to $14,000 will be allocated towards indoor water fixture replacements throughout the city facilities. <br />An inventory of fixtures is being prioritized in order of age of device, current condition and use, and <br />potential water savings. The Public Works Department will support replacement and installation efforts <br />as capacity allows over the two-year grant period. If the municipal projects do not reach $14,000, any <br />remaining funds will be redirected to the Residential Rebate Program. <br />Residential Rebate Program – 20% city match required <br />$10,000 will be allocated towards a residential rebate program. The Water Efficiency Grant Program is <br />available to any residential property owner who is a customer of the City of Saint Anthony Village <br />municipal water system. <br />Coverage amounts will be as follows: <br />50% of the pre-tax cost of a WaterSense-labeled toilet, up to a maximum of $150 per toilet, <br />limited to 2 per household. <br />50% of the pre-tax cost of WaterSense-labeled faucet replacements and/or accessory(ies), up to <br />a maximum of $100 combined. <br />50% of the pre-tax cost of a WaterSense-labeled showerhead, up to a maximum of $50 per <br />showerhead, limited to 2 per household. <br />Flat rate rebate of $200 for an Energy Star-labeled washing machine. <br />Flat rate rebate of $200 for an Energy Star-labeled residential dishwasher. <br />A household may apply for any combination of the listed rebates (within household item limits), <br />not to exceed a total of $500. <br />Low-Income Assistance Program – no city match required <br />$10,000 will be allocated towards a low-income assistance program that is 100% funded by Met Council <br />dollars. A resident or household who meets a certain income threshold is eligible to receive full cost <br />coverage for the replacement of one indoor water-using device with a WaterSense of Energy Star <br />alternative. Eligibility is verified by proof of enrollment in SNAP benefits, or a Ramsey or Hennepin <br />County Assistance Program. <br />Coverage amounts will be as follows: <br />100% coverage for the replacement of ONE indoor device selected from the list below, up to a <br />maximum of: <br />o $550 for a WaterSense-labeled toilet. <br />o $1,200 for an Energy Star-labeled washing machine. <br />o $1,200 for an Energy Star-labeled residential dishwasher. <br />o $100 for a WaterSense-labeled showerhead. <br />o $100 for a WaterSense-labeled faucet replacement or accessory. <br />RECOMMENDATION <br />Staff recommends Council approval of the grant agreement with the Metropolitan Council, enabling the <br />City to participate in the Water Efficiency Grant Program beginning July 1. <br />ATTACHMENTS <br />Grant Agreement <br />Resolution 26-044
