MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:June 23, 2026 <br />Request: Resolution 26-045 – Authorizing Staff to Enter an Agreement with the State of <br />Minnesota to Accept a Local Climate Action Implementation Grant <br />BACKGROUND <br />Staff applied for funds from the Minnesota Pollution Control Agency’s Local Climate Action <br />Implementation Grants and was notified that the City is being awarded $25,000 through this grant <br />program. Funds will be used for the installation of two Level 2 Electric Vehicle Charging Stations at the <br />Village Muni location at Silver Lake Village. These are the same EV chargers that were donated to the <br />City and accepted by Council earlier this year. <br />The MPCA Local Climate Action Grants enable local jurisdictions to adapt to extreme weather events <br />and a changing climate and/or to reduce the local jurisdiction’s contributions to the causes of climate <br />change. <br />This opportunity relates to the Climate Plan Transportation initiatives to increase electric vehicle <br />ownership across Saint Anthony Village and to promote the reduction of avoidable vehicle emissions. <br />The site location was identified by the City Council during a previous work session and is intended to <br />serve the public in a high-traffic, high-visibility area, and be installed near high-density housing to offer <br />charging options for residents who may not have EV chargers at their current multi-family building. <br />RECOMMENDATION <br />Staff recommends Council authorize staff to enter the grant agreement with the State of Minnesota / <br />Minnesota Pollution Control Agency. <br />ATTACHMENTS <br />Grant Agreement <br />Resolution 26-045
