CITY OF SAINT ANTHONY VILLAGE <br />RESOLUTION 26-046 <br />A RESOLUTION APPROVING THE CITY’S PARTICIPATION IN HENNEPIN <br />COUNTY’S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM <br />FOR FISCAL YEARS 2027-2029 <br />WHEREAS, the City of Saint Anthony Village has been a long-term participant in Hennepin <br />County's Community Development Block Grant (CDBG) Program; and <br />WHEREAS, the Community Development Block Grant Program is funded by the United <br />States Department of Housing and Urban Development (HUD); and <br />WHEREAS,HUD requires Hennepin County to complete a requalification process every three <br />years in order to continue receiving Community Development Block Grant <br />funding; and <br />WHEREAS, as part of the requalification process, Hennepin County has advised the City of <br />Saint Anthony of its available participation options for fiscal years 2027 through <br />2029; and <br />WHEREAS, the City has considered the available options, including: (1) opting out of all <br />Urban County CDBG programs and remaining eligible for State CDBG or Small <br />Cities Program funding; (2) being entirely included in the Hennepin County <br />CDBG Program and excluded from other county or state CDBG programs; or (3) <br />participating in more than one Urban County CDBG Program without <br />overlapping use of CDBG funds; and <br />WHEREAS, the City finds that continued participation solely in Hennepin County's CDBG <br />Program provides the greatest administrative clarity and consistency for residents <br />and staff; and <br />WHEREAS, participation in Hennepin County's CDBG Program ensures continued eligibility <br />for Saint Anthony Village residents to access programs and services funded <br />through the County's CDBG allocation. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint <br />Anthony Village, Minnesota, approves the City's continued participation as an included member <br />of Hennepin County's Community Development Block Grant (CDBG) Program for Fiscal Years <br />2027 through 2029 and elects to be entirely included in Hennepin County's CDBG Program <br />during that period.
