MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Ashley Morello, Assistant City Manager <br />Date:June 23, 2026 <br />Request: 2050 Comprehensive Plan Overview <br />BACKGROUND <br />The City updates its Comprehensive Plan (Comp Plan) every ten years. The Comprehensive Plan is a <br />long-term planning document that cities used to plan for the next twenty years; in this case, cities are <br />planning their Comp Plan for what they envision for their community by the year 2050. <br />In the Twin Cities metro, comp plans are reviewed and approved by the Metropolitan Council every ten <br />years. City staff has invited Metropolitan Council staff to attend the work session to provide an overview <br />of the Comprehensive Plan (see the presentation), as well as to answer any questions from the Council. <br />OVERVIEW <br />Metropolitan Council staff will provide context to define the Comprehensive Plan, as well as describe <br />the Metropolitan Council’s role with the Comp Plan. The rest of this memo serves to provide an <br />overview of what the Council can expect as City staff initiate Comprehensive Planning efforts. <br />City Council Joint Work Session June 30, 2026 <br />The City Council has a joint work session with members of the Planning Commission and the Parks and <br />Environmental Commission scheduled on Tuesday, June 30. The goal of this work session is for the <br />group to identify preferred engagement and outreach with the community for the development of the <br />plan. <br />As with other packets, meetings materials will be sent prior to the meeting. This will include a copy of <br />one of the chapters from the 2040 Comprehensive Plan entitled “Community Vision and Goals” so the <br />group has an understanding of what engagement looked like for the previous plan development. <br />Seeking Consultant Services <br />City staff will be seeking consultant services to lead the management and development of the City’s <br />2050 Comp Plan. It is common for cities to utilize a consultant for their Comp Plans. The City anticipates <br />that the consultant will be a key resource for engagement and outreach throughout the Plan. <br />The City will plan to have an agreement with a selected consultant in place by the end of 2026, with the <br />majority of the consultants’ activities, including engagement and plan development, to occur in 2027. <br />2050 Comprehensive Plan Steering Committee <br />The City will have a Steering Committee that will meet regularly to provide oversight for the <br />Comprehensive Plan. The Steering Committee members are still to be finalized and will comprise of <br />members of the Council, the Parks and Environmental Commission, the Planning Commission, and <br />selected staff. <br />10
