Project Understanding | 11A Proposal for 2050 Comprehensive Plan Update for the City of St. Anthony Village Project Understanding -Project kickoff meeting -Detailed project schedule -Communication and coordination protocol -Existing plan and policy review summary -Regular staff check-in meetings -Monthly Steering Committee coordination At the initiation of the project, WSB will work with City Staff to refine the project schedule. Coordinated throughout the process will be project management meetings, public meetings, and public engagement opportunities. All such meetings will be scheduled in consultation with City Staff. This will include three community events, twelve plan production meetings, and four plan adoption meetings in addition to ten virtual meetings with City Staff. Saint Anthony Village is preparing for 2050 from a position of strength. The City is compact, fully developed, and primarily residential, with commercial and retail areas located in the northern and southern portions of the community. The planning challenge is not simply to allocate future growth, but to determine how reinvestment, redevelopment, housing choice, transportation connectivity, infrastructure stewardship, environmental resilience, and sustainability can work together to support the community’s long-term vision. WSB understands that the 2050 Comprehensive Plan must comply with Metropolitan Council requirements while also reflecting the local priorities expressed through recent City strategic plans, the Climate Action Plan, Energy Action work, the Active Transportation Plan, and other City initiatives. The plan should be practical and actionable, giving elected officials, appointed commissioners, staff, residents, property owners, and community partners a shared framework for future decisions. The City’s RFP and Q&A materials emphasize the importance of engagement and outreach. WSB’s approach is designed to meet residents where they are through a combination of traditional public meetings, targeted outreach, digital engagement, pop-up events, multilingual materials, and focused engagement with residents who may not typically participate in city planning processes. TASK 1: Project Management and Coordination WSB will confirm the work plan, schedule, communication protocols, meeting cadence, roles, and decision-making structure.
