Project Understanding | 13A Proposal for 2050 Comprehensive Plan Update for the City of St. Anthony Village <br />TASK 4: <br />Comprehensive Plan Vision & Goals <br />WSB will facilitate a 2050 Vision Workshop and translate community input, City priorities, and regional planning <br />requirements into a clear vision, goals, policies, and implementation framework. <br /> -2050 Vision Workshop materials and facilitation <br /> -Workshop summary <br /> -Draft vision statement <br /> -Goals and policies by plan element <br /> -Implementation themes and priorities <br />WSB recognizes the important role that the community’s <br />voice plays into creation of a clear, actionable vision <br />and goals framework for St. Anthony Village’s 2050 <br />Comprehensive Plan. This process is aligned with the <br />City’s Strategic Plan and the guidance provided by the <br />City Council, staff, and other advisory bodies. <br />The project team will engage with the Steering <br />Committee, City Council, City Commissions, and <br />other relevant agencies for review of information from <br />engagement while transitioning into plan preparation. <br />These sessions would be used to introduce engagement <br />findings, present themes identified by the community, <br />facilitate discussions to refine and update the City’s <br />vision and goals, and explore the implications for <br />land use, housing, the environment, and economic <br />development. Our facilitation will be structured, visual, <br />and interactive to build ownership and clarity around <br />the shared vision. This will result in a Vision Workshop <br />where the final results will be established. <br />Drawing on analysis from data collection and <br />engagement findings, WSB will work with city staff to <br />identify key issues across all plan elements, evaluate <br />gaps, needs, and opportunities, align the City’s priorities <br />with regional and Metropolitan Council requirements. <br />This lays the foundation for drafting the Plan’s content <br />and implementation matrix. WSB will collaborate with <br />City staff to establish measurable objectives for each <br />goal and the ability to track progress on adopted goals. <br /> -Dedicated project website and online engagement <br />tools <br /> -Community survey and interactive mapping activities <br /> -Open houses, workshops, and listening sessions <br /> -Targeted stakeholder and partner discussions <br /> -Youth and family engagement opportunities <br /> -Multilingual outreach and accessible participation <br />options <br /> -Ongoing reporting to demonstrate how community <br />input shapes plan recommendations <br />WSB’s approach emphasizes transparency, accessibility, and accountability throughout the planning process. By <br />providing multiple opportunities to participate and documenting how input informs decisions, we will help the City <br />build a shared vision that reflects community values and supports implementation of the 2050 Comprehensive Plan. <br />Key engagement strategies include: <br />16
