Project Understanding | 14A Proposal for 2050 Comprehensive Plan Update for the City of St. Anthony Village <br />TASK 5: <br />Plan Development <br />WSB will prepare the full comprehensive plan document, including all required chapters. Thrive Consulting will support <br />the Housing Chapter and provide targeted economic development and redevelopment strategy input. WSB will <br />integrate all chapters into a cohesive, graphic, ADA-conscious document suitable for print and web use. <br /> -Administrative draft plan <br /> -Public review draft plan <br /> -Land use chapter <br /> -Housing and Economic Development chapter led by <br />Thrive Consulting with WSB coordination <br /> -Transportation chapter <br /> -Parks and trails chapter <br /> -Integration of water resources chapters; wastewater, <br />water supply, and surface water <br /> -Natural systems chapter <br /> -Climate and sustainability chapter <br /> -Implementation chapter <br /> -GIS maps and appendices <br />Throughout the comprehensive planning process, the WSB team will partner with the City staff to successfully <br />develop the 2050 Comprehensive Plan. Staff will review all documents prior to distribution to the Council, advisory <br />commissions, and the public. WSB will meet with City Staff as frequently as necessary to ensure timely development of <br />the Comprehensive Plan. WSB will provide two drafts of each plan section one for review by staff and after modification <br />the other for review by the Council, advisory commissions, and public. The final draft will be placed into the Plan <br />document for final review and ultimately adoption by the City and Metropolitan Council. <br />COMPREHENSIVE PLAN ELEMENTS <br />Land Use <br />One of the key components of a Comprehensive Plan is <br />establishing future development goals and objectives <br />that guide how the community will grow and evolve. <br />Through a robust public engagement process, the <br />WSB team will work with residents and stakeholders <br />to identify priorities and develop a shared vision for <br />St. Anthony Village over the next twenty years. Our <br />team will review the existing 2040 Comprehensive <br />Plan, the City’s Strategic Plan, and other relevant <br />planning documents to understand existing conditions, <br />opportunities, and development challenges. The <br />resulting 2050 Comprehensive Plan will be refined <br />through public engagement to build awareness, <br />evaluate land use alternatives, and establish consensus <br />around future growth and development patterns. <br />The Land Use section will align with other <br />Comprehensive Plan elements and existing City <br />planning efforts, including the Downtown Vision Plan. As <br />a foundational component of the Plan, it will help shape <br />outcomes across multiple focus areas. WSB will evaluate <br />sites and parcels with redevelopment or development <br />potential, explore alternative land use scenarios, identify <br />priority opportunity areas, and establish strategies to <br />support successful redevelopment and future growth <br />With St. Anthony Village identified by the Metropolitan <br />Council to add about 900 dwelling units and 1,000 units <br />of employment by 2050, this chapter will be extremely <br />important in shaping the future of the community. <br />17
