Project Understanding | 17A Proposal for 2050 Comprehensive Plan Update for the City of St. Anthony Village <br />PEDESTRIAN SYSTEM <br />PEDESTRIAN NETWORK AND NEEDS <br />WSB will evaluate existing and planned pedestrian <br />facilities with a focus on walking and rolling as <br />transportation choices. The assessment will <br />identify sidewalk and trail gaps, safety needs, ADA <br />considerations, and connections to key destinations <br />throughout the community. Existing plans, policies, <br />and initiatives, including Safe Routes to School and <br />ADA Transition Plan efforts, will be incorporated where <br />applicable to support a connected, accessible, and safe <br />pedestrian network. <br />FREIGHT <br />FREIGHT NETWORK AND FACILITIES <br />WSB will document St. Anthony’s freight network, <br />including major roadway, rail, and industrial connections <br />that support goods movement. The assessment will <br />identify freight-related opportunities and constraints <br />and evaluate how freight mobility supports local <br />businesses and economic activity while remaining <br />compatible with community objectives. <br />TRAVEL DEMAND MANAGEMENT (TDM) <br />WSB will update the City’s Travel Demand Management <br />policies and practices to align with current Metropolitan <br />Council guidance. The evaluation will document <br />existing programs, partnerships, and transportation <br />demand strategies while identifying opportunities to <br />support more efficient travel patterns and multimodal <br />transportation choices. <br />AVIATION <br />The Aviation section will be updated to reflect <br />current Metropolitan Council requirements and local <br />policies related to aviation compatibility and airspace <br />protection. Existing language and regulations will be <br />reviewed and updated as needed to ensure consistency <br />with regional guidance. <br />COMPREHENSIVE PLAN ELEMENTS <br />EQUITY AND INCLUSION <br />WSB will incorporate Metropolitan Council equity <br />and accessibility requirements throughout the <br />Transportation Chapter, with particular emphasis on <br />ADA compliance, pedestrian accessibility, and equitable <br />access to transportation facilities and services. <br />Recommendations will support safe and accessible <br />mobility for residents of all ages and abilities. <br />CLIMATE AND NATURAL SYSTEMS <br />The Transportation Chapter will address Metropolitan <br />Council requirements related to greenhouse gas <br />reduction, vehicle miles traveled, and transportation <br />system sustainability. Working closely with City staff <br />and WSB’s sustainability specialists, the team will <br />develop strategies that support local climate goals while <br />improving multimodal transportation opportunities and <br />system resilience. <br />TRANSPORTATION ANALYSIS ZONES (TAZ) <br />WSB will work with City staff and Metropolitan <br />Council representatives to review Transportation <br />Analysis Zone allocations and ensure future growth <br />assumptions accurately reflect anticipated land use <br />and redevelopment patterns. This effort will support <br />travel forecasting, traffic projections, and long-range <br />transportation planning associated with the 2050 <br />Comprehensive Plan update. <br />IMPLEMENTATION PLAN TASKS FOR <br />TRANSPORTATION <br />The Transportation Chapter will conclude with an <br />implementation framework that identifies priority <br />transportation projects, policy updates, planning <br />initiatives, and potential capital investments <br />needed to advance community goals and maintain <br />compliance with Metropolitan Council requirements. <br />Recommendations will establish a practical roadmap for <br />implementation over the planning horizon. <br />20
