Project Understanding | 18A Proposal for 2050 Comprehensive Plan Update for the City of St. Anthony Village <br />Parks and Trails / Natural Systems <br />The City’s current park system provides a robust <br />recreational foundation for the community. The Park <br />and Trails chapter development will begin with an <br />inventory of existing parks and trails and identification <br />of updated goals. WSB will collaborate with the City <br />to revise the associated park and trail maps to reflect <br />desired system changes. In addition, we will incorporate <br />insights and priorities emerging from the current 2050 <br />planning engagement process to ensure the chapter <br />accurately represents the community’s evolving needs <br />and vision for its parks and trails network. This work will <br />incorporate a review and analysis of the City’s natural <br />systems. <br />COMPREHENSIVE PLAN ELEMENTS <br />Implementation <br />The implementation section will compile all the <br />strategic initiatives relating to the various Plan <br />components. A matrix will be created identifying <br />recommendations, responsible parties, estimated <br />timelines, and potential costs. These strategies are <br />based upon the feedback received throughout the <br />planning process and will be vetted by City Staff, the <br />City Council and various advisory committees. <br />Resilience & Sustainability <br />WSB’s current work conducting the climate analysis per the Metropolitan Council’s new requirements for the cities <br />of Golden Valley and Circle Pines, provides a useful backdrop to tailor our efforts to meet the unique climate-related <br />needs of St. Anthony Village. Beginning by incorporating the City’s existing action plans, our sustainability team will <br />then take a data-based approach to conduct an analysis of the current greenhouse gas (GHG) emissions profile for the <br />City utilizing the Metropolitan Council climate model. <br />Using this publicly available resource, we will assess how climate conditions have changed over time and are projected <br />to continue to change, as an important input and lens for the Comprehensive Plan. Based on the findings of this <br />analysis, we will provide a narrative summarizing the data. Furthermore, we will use the scenario modelling capabilities <br />of the Metropolitan Council model to explore low, medium and high scenarios for several key variables that we will <br />select with the City input. These scenarios will help us craft high-level strategies that meet minimum requirements of <br />the climate mitigation and adaptations sections of the Imagine 2050 Plan. This task will identify how climate risks may <br />impact the community and have bearing on the comprehensive planning process, along with potential approaches for <br />mitigation and adaptation. <br />21
