We are enthusiastic about working together to develop a Comprehensive Plan that is responsive <br />to Saint Anthony Village’s planning needs, reflective of community values, and aligned with regional <br />requirements. <br />Our team brings deep, topic-based experience to the comprehensive plan process, including many <br />Metropolitan Council compliant plans. This work has provided us with a strong understanding of the local <br />requirements and allows us to work closely with communities to establish compliant plans that are, most <br />importantly, community-driven plans. <br />We are excited to team with Mend Collaborative, as our combined experience with Comprehensive Plans <br />throughout the Twin Cities region provides a strong approach, ensuring a process that is both inclusive of <br />all experiences and topics and practical for future action. <br />Together, the TC2 and Mend Collaborative team combines technical expertise, local knowledge, <br />and a passion for community engagement to deliver a Comprehensive Plan that is both visionary and <br />implementable. <br />• Expertise with Imagine 2050 and the Metropolitan Council process. Our team has a deep history <br />working with the Metropolitan Council’s comprehensive planning framework and a thorough <br />understanding of the Imagine 2050 requirements. We are well-versed in translating regional <br />policies into locally relevant goals, policies, and actions, ensuring that Saint Anthony Village’s plan is <br />both compliant and strategically positioned for long-term success. <br />• Engagement-centered process. Meaningful community engagement is central to our planning <br />approach. We employ a range of engagement strategies and interactive tools tailored to Saint <br />Anthony Village’s needs, using both in-person and digital methods to reach diverse audiences. <br />Our collaborative process emphasizes transparency, accessibility, and dialogue to ensure the plan <br />reflects community voices and builds long-term ownership. <br />• Focus on implementation and action. We approach long-range planning with an emphasis on <br />implementation-focused planning. We develop Comprehensive Plans that function as practical <br />tools, clearly prioritizing actions, identifying responsibilities, and supporting informed decision- <br />making. Many of our planners began their careers in the public sector and continue to support <br />communities with day-to-day planning activities. We understand a comprehensive plan is more <br />than a vision; it is a practical tool for guiding decisions. <br />• Integrated and coordinated planning. We view comprehensive plans as integrated policy <br />documents that guide an interconnected system of land use, transportation, housing, utilities, <br />parks, economic development, and sustainability. Our interdisciplinary approach ensures that plan <br />elements are coordinated and mutually supportive, reinforcing a plan for sustainable growth and <br />community well-being. <br />• Data-informed decision-making. We leverage data, analytics, and visualization tools to inform <br />discussions, evaluate alternatives, and support clear decision-making. By combining quantitative <br />analysis with community input and local expertise, we will help Saint Anthony Village define <br />solutions that are equitable, defensible, and forward-looking. <br />We are excited about the opportunity to continue working with the City of Saint Anthony Village on this <br />important effort and to support the creation of a Comprehensive Plan that is visionary, actionable, and <br />grounded in community values.
