Located in <br />west central Minnesota, Willmar is a regional center providing jobs, households, economic <br />opportunities, natural resources, and activities for community members and visitors. <br />The WITH Willmar Comprehensive Plan is a community-driven roadmap designed to guide future <br />development, investment, and policy decisions in Willmar, Minnesota. It reflects a shared vision: <br />Willmar as a city of possibility and opportunity; diverse, thriving, and resilient; a place to Work, <br />Innovate, Thrive, and call Home. <br />Community input was central to the planning process. Through charrettes, surveys, focus groups, <br />and collaborative sessions, residents helped shape the plan’s goals and strategies. <br />TC2 is leading the Plan WITH Willmar Zoning Code Update with the community to ensure that the <br />zoning code aligns with the updated long-range plan. <br />WITH Willmar Comprehensive Plan Update and Willmar Zoning Code Update <br />Location: Willmar, MN <br />Client: City of Willmar <br />Dates of Involvement: 2024 to 2026 <br />Project Description: <br />TC2 led the rewrite of Richfield’s zoning code to modernize its residential zoning districts. <br />Acknowledging that outdated zoning regulations are a significant barrier to affordable housing, <br />the City focused on revising residential zoning districts to support a broader range of housing <br />options, known as the “missing middle.” <br />Missing middle housing refers to moderately dense housing options such as triplexes, quadplexes, <br />and small apartment buildings. These types of homes provide affordable and diverse living <br />options, filling the gap between single-family homes and large high-rise buildings. <br />Graphics were being developed throughout the planning process to illustrate complex topics and <br />to analyze potential updates.
