The rich history <br />of the area also includes sensitive archaeological and cultural sites that have been disturbed over <br />time. <br />Shakopee Parks, Trails and Recreation Plan <br />Location: Shakopee, MN <br />Client: City of Shakopee, Shakopee Mdewakanton Sioux Community <br />Dates of Involvement: 2018 to 2019 <br />Team: Confluence, LCC*; PROS Consulting, Putting Change in Motion Project Description: <br />TC2 has led a multidisciplinary team of consultants <br />to develop neighborhood concepts that elevate 21st <br />century innovations while honoring the community <br />ownership, assets, history, and cultural strengths of the <br />Rondo community and surrounding area. The neigh- <br />borhood area plan is built around six key elements <br />(chapters): housing opportunities, environment and <br />resilience, history, culture, and arts, transportation and <br />mobility, parks and open space, and economic opportu- <br />nity. <br />This work has been grounded in deep community en- <br />gagement and a commitment to reconnecting the Rondo <br />Neighborhood through strategic planning and engineer- <br />ing approaches that center racial equity, social justice, and <br />the reduction of community disparities. <br />TC2 is currently guiding the initiative through the adoption <br />process, including the Comprehensive Plan amendment <br />in coordination with the Met Council. This phase ensures <br />that the vision, strategies, and community driven priorities <br />are formally integrated into Saint Paul’s Comprehensive <br />Plan and the region’s long range planning framework and <br />positioned for successful implementation. <br />Rondo Restorative Neighborhood Area Plan <br />Location: Saint Paul, MN <br />Client: Reconnect Rondo <br />Dates of Involvement: 2022 to 2026 <br />Implementation: This plan was designed to be implementable, with a clear roadmap of <br />improvement and development priorities and funding opportunities. In the following months <br />and years after this plan was adopted by the <br />Shakopee City Council, many projects have <br />commenced based on the recommendations <br />and plans within this document. <br />Cultural Design: The Shakopee Mdewakanton Sioux Communi- <br />ty hired the consultant group in tandem with the City to form a <br />parallel planning process for culturally significant and sensitive <br />sites along the riverfront, spawning multiple trail plans and <br />cultural interpretive plans from this initial endeavor. <br />*Work completed while Sandy Meulners-Comstock was employed at Confluence LLC <br />43
