July 14th, 2026 St. Anthony Council Work Session - 6 <br />the principal dwelling. Councilmember Jenson commented that the goal was for owner-occupied <br />principal homes. Councilmember Elnagdy stated that the goal was to increase gentle density. <br />She stated that the further limitations imposed on families who don’t own property could be <br />restrictive. <br />Mayor Webster noted that if someone owns a duplex, their family members could move into the <br />other side of the duplex rather than into an ADU. <br />Councilmember Jenson highlighted that the City code restricts the number of rental units <br />allowed in a given area. He asked if a home with the potential to add an ADU could become a <br />rental unit. City Planner Grittman stated that it could. <br />Councilmember Doolan clarified that Councilmember Elnagdy's question concerns an individual <br />renting the principal dwelling who would like to work with the homeowner to add an ADU, even <br />though the homeowner does not reside in the principal dwelling. <br />Councilmember Jenson noted that allowing ADUs is a significant step for St. Anthony, and <br />granting additional leeway could be problematic. <br />Councilmember Jenson asked how the sewer line from the ADU to the main home will be <br />inspected upon the home being sold. City Manager Yunker stated they will have to televise the <br />whole line. <br />Councilmember Doolan asked where a visible address should be located on an ADU that is <br />placed behind the principal home. <br />Councilmember Doolan asked if safety and fire codes regarding the electrical box are addressed <br />in the building code. <br />City Planner Grittman stated that the address must be located in a place that is visible on the <br />street, which could be on the principal building. <br />City Planner Grittman informed the Council that the electrical box must comply with the building <br />code and that it was not specified in the ordinance, given that it is addressed in the building <br />code. <br />Mayor Webster confirmed to the Council that the only agreed-upon change was to amend the <br />language to reflect the Planning Commission's suggestion. <br />Councilmember Elnagdy asked why ADUs are required to undergo an additional licensing step <br />under Section 2D. City Planner Grittman stated that it is to track where ADUs are being built, but <br />if a relative occupies them, they can obtain an exemption from the rental license requirement. <br />Councilmember Doolan asked whether rental properties, ADU or not, are legally required to be <br />maintained to meet certain safety standards. City Planner Grittman stated that they are subject <br />to rental housing requirements. Councilmember Doolan noted that this could be a reason to <br />require ADU owners to apply for a rental license to ensure safety standards. <br />Councilmember Elnagdy commented that additional licensing requirements could impose an <br />additional financial burden on family and caregiver relationships. Mayor Webster noted that this <br />is only one potential use for an ADU. <br />7
