City of Saint Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />06/23/2026 <br />Present: <br />Mayor & Council: Mayor Wendy Webster, Councilmembers Lona Doolan, Thomas Randle, and Jan <br />Jenson <br />Absent: Councilmember Nadia Elnagdy <br />Staff: Assistant City Manager Ashley Morello and City Planner Steve Grittman <br />Others: Metropolitan Council Sector Representative Amber Turnquest <br />Call to Order: <br />Mayor Webster called the Work Session to order at 5:30 p.m. <br />1.Approval of CC WS Meeting Minutes. <br />A.June 9th, 2026, City Council Work Session Minutes <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City Council <br />Work Session Minutes of June 9th, 2026, as presented. <br />Motion carried 4-0. <br />2.Work Session Topics. <br />A.2050 Comprehensive Plan Overview <br />Assistant City Manager Morello noted that the Comprehensive Plan is updated every 10 years. She <br />commented that this is a large undertaking, which they are beginning now. Assistant City Manager <br />Morello highlighted that Sector Representative Turnquest will oversee the Metropolitan Council’s role, <br />including its criteria and requirements. She informed the Council that they would end by discussing the <br />next steps specifically for the Council. <br />Sector Representative Turnquest stated that her role within the Met Council is as a Sector <br />Representative and Planning Analyst within Local Planning Assistance in Community Development. She <br />provided information about the Met Council’s role and noted that they coordinate planning for 181 <br />townships and cities. She presented an overview of the 10-Year Regional Planning Cycle Chart. Sector <br />Representative Turnquest shared the exact language of the statute establishing the Metropolitan Land <br />Planning Act and noted that it emphasizes community-to-community compatibility. She discussed the <br />plan's role, including setting the community vision, guiding growth and development, identifying key <br />issues, and more. Sector Representative Turnquest informed the Council that all Comprehensive Plans <br />must include the eight elements: Land Use, Housing, Transportation, Water Resources, Parks and Trails, <br />Climate, Natural Systems, and Implementation. She provided a slide outlining the clear minimum <br />requirements for these elements. She informed the Council that these requirements are supported by <br />the Met Council, including the Local Planning Handbook and Local Planning Assistance Team, to help <br />3
