June 23rd, 2026 Saint Anthony Council Work Session - 2 address them. She reviewed the Sector Representative Program and stated that she is the Sector Representative for St. Anthony. Mayor Webster expressed appreciation for Councilmember Jenson’s long service to the Council and his historical knowledge. She stated that Councilmember Jenson was present for the previous Comprehensive Plan update. She thanked Sector Representative Turnquest for the thorough presentation. Councilmember Randle asked if all municipalities are required to be a part of the Metropolitan Council. Sector Representative Turnquest stated that two communities in the Metro area are not included, one of which is Fort Snelling. Councilmember Jenson asked if the minimum plan requirement information is located on the Metropolitan Council website or the St. Anthony website. Sector Representative Turnquest stated that it is the Met Council website, but each page is tailored to each community, including St. Anthony. Councilmember Jenson noted that one “Role of the Plan” was to provide reasoning for public facilities plans and budgets. He asked whether this sets a requirement to provide a detailed account of why the Council would like to issue an action. Sector Representative Turnquest confirmed this is the case. Councilmember Jenson reminded the Council that their role as City leaders is to look for opportunities under the guidance of the Met Council. He commented that what they do will not make major changes to the state, but they must still look for every possible opportunity. He noted that it will be difficult not to be influenced by surrounding communities, but that he is looking forward to the development process of the Comprehensive Plan. Councilmember Doolan stated that she serves on the Land Use Advisory Commission for the Met Council. She expressed that this has improved her understanding of why the Met Council requests that cities undergo this process, which is partly to improve planning for sewer systems, which they help provide. She noted that her experience with the Met Council has given her a preview of some of the tools they use to analyze demographic data across cities. She thanked Sector Representative Turnquest and the Metropolitan Council for providing these tools. Councilmember Doolan asked what the differences between Sector Representative Turnquest’s role and Reva Chamblis’ role are. She stated that she believed Sector Representative Turnquest’s role would be to work with City Planners to answer their questions and guide them through the tool sets. Sector Representative Turnquest confirmed that this will be part of her role and that she would like to be their first point of contact for questions. She highlighted that she is prepared to leverage all of Met Council’s resources to assist Saint Anthony in this process. Assistant City Manager Morello noted that she and City Planner Grittman have previously met with Sector Representative Turnquest, and that this has been a longstanding and fruitful partnership. Councilmember Doolan noted that she held a role in the City during the previous Comprehensive Planning process. She expressed excitement for community engagement during this process. Councilmember Jenson stated that he was the Council Liaison during the last Comprehensive Plan. He highlighted that the previous Council provided many presentations outlining their progress on the Comprehensive Plan and allowed comments on them. He noted that many comments had been 4
