Resolution 13-025; Resolution Approving a Site Plan for the Proposed Senior Landings <br />at Silver Lake Village Development. Kelsey Johnson, City Planner, presenting. <br />City Planner Johnson presented the site plan for the proposed Senior Landings project located at <br />2500 38 th Avenue NE, which is part of the Village at St. Anthony PUD. She provided a brief <br />historical background of the development and stated the project is consistent with the PUD <br />Master Plan and includes a four-story U-shaped building design with underground parking and <br />the main entrance at the southwest comer will mirror the entrance of the Landings. She advised <br />the proposal includes 172 units with 109 one-bedroom/one bath units, 14 two-bedroom/one bath <br />units, and 49 two-bedroom/two bath units. She presented several renderings of the project and <br />stated the building elevations are consistent with the buildings to the east and south and are <br />consistent with the overall PUD development agreement language. She explained the site <br />includes 188 total parking spaces with 59 surface stalls and 129 underground stalls, which <br />provides an overall parking ratio of 1.09 per unit. She indicated the developer has provided <br />examples from Dominium's thirteen facilities to show that the parking ratio calculation is <br />consistent with a senior housing development of this type. She stated the landscaping plan <br />provides 40 trees, 298 shrubs, and several hundred perennials, grasses, etc., which are consistent <br />with the overall PUD landscaping plan. She advised that engineering considerations do not need <br />to be addressed as part of the resolution, however, updates to utility locations will need to be <br />addressed prior to building permit issuance; other engineering considerations include <br />conformance to State Aid Standards, storm sewer design updates to accommodate the properties <br />to the west, biofiltration trenches that meet Rice Creek Watershed District (RCWD) rules , and <br />issuance of an RCWD permit. She indicated the proposal is consistent with the City's <br />Comprehensive Plan, the PUD Development Plans and the Redevelopment Agreements. She <br />then introduced Mr. Ron Mehl from Dominium. <br />Mr. Ron Mehl, Senior Developer at Dominium , appeared before the City Council and stated they <br />are excited about the opportunity to continue this development. <br />Council member Jenson requested information regarding allocation of parking spaces. <br />Mr. Mehl explained the project will have 129 underground parking spaces and another 59 <br />surface parking stalls. He stated Dominium's other projects typically assign one underground <br />parking stall per unit and they have found that the parking needs for this type of development do <br />not require more than what has been provided in the proposal. He indicated that parking stalls <br />will be assigned on a first come first serve basis as the units are leased . He added if overflow <br />parking is needed, parking is available across the street. He stated they will also use have a van <br />available for residents to use and a driver as well. <br />Councilmember Roth asked about staffing at the building.
