He added the property will be staffed during regular business hours similar to <br />the Landings. <br />Mr. Jerry Hoffman, Silver Lake Condominiums Board Member, appeared before the City <br />Council and thanked the City Council for allowing them to speak to the City Council. He stated <br />they have 130 homes in their development with 45 surface parking stalls and an underground <br />garage which is full and one of the challenges is finding parking for visitors. He recited the letter <br />sent to the City Council and signed by the Board of Directors and 47 members of the Silver Lake <br />Condominiums that outlines their concerns particularly regarding parking. He referenced the <br />email response from Mayor Faust stating that the City will work with the Silver Lake <br />Condominiums association and all entities in the area and stating that the City wants to seek <br />solutions that enhance the living experience for all residents. <br />Mayor Pro Tern Stille stated the City Council will give every consideration to the statements <br />contained in Mr. Hoffman 's letter. He pointed out that Mayor Faust's email also stated this is a <br />unique situation because the project has predominantly private roads and much of the resolve <br />needs to come from within the project. He added that the City will do whatever it can to work <br />with the condominium owners and the City is committed to making this a quality community. <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution <br />13-025; Resolution Approving a Site Plan for the Proposed Senior Landings at Silver Lake <br />Village Development. <br />Mayor Pro Tern Stille stated this project fits with the City 's mission statement by making <br />maximum use of the land in the City. He noted that the project will not have the same parking <br />available in a single family development and the City Council recognizes the potential for <br />parking issues; however, the City Council spent a lot of time reviewing this proposal and feels <br />the project needs to be built and if there is a parking issue the City will work with Dominium to <br />resolve the issue within reason, recognizing that these are private roads and the City will be <br />limited in what it can do to resolve any parking issues. <br />Motion carried 4-0. <br />GENERAL BUSINESS OF COUNCIL. <br />A. Northwest Youth and Family Services presentation. Jerry Hromtka. NYFS, presenting. <br />Mr. Jerry Hromtka, Northwest Youth and Family Services (NYFS), appeared before the City <br />Council and provided the annual update of activities. He stated that the primary population <br />being served is 5-21 years of age and NYFS serves approximately 4 ,500 people per year or <br />approximately 2,000 households. He stated NYFS's total annual budget is $3.6 million with <br />three main program areas including mental health , youth development, and day treatment. He <br />presented the 2011-2012 service summary and reviewed 2012 highlights including the recent <br />merger with the White Bear Lake Area Community Counseling Center, adding that NYFS now
