City Council Regular Meeting Minutes <br />July 9, 2013 <br />Page 3 <br />1 the MPCA grant expired and the MPCA requested that the City reapply for the grant. He stated <br />2 there is a thirty -day grant period from July 1 -July 31 and priority will be given to projects <br />3 already designed and ready for bid and staff is confident the City will receive grant funds for the <br />4 project. He noted the City may withdraw the grant application at any time if the City is not <br />5 satisfied with the rebidding and added some of the design aspects of the project have been <br />6 redesigned and a pre-bid meeting will be held July 15`h to clear up any confusion regarding the <br />7 project. <br />9 Councilmember Roth expressed concern that the City is doing the work twice on this project and <br />10 asked how much extra this is going to cost the City. <br />11 <br />12 City Manager Casey advised there would be no additional consulting costs to the City for <br />13 rebidding the project, as these costs will be paid entirely by the consultant. He agreed to report <br />14 back to the City Council regarding design costs. <br />15 <br />16 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 13- <br />17 053; a Resolution Authorizing the City of St. Anthony Village to Submit a Point Source <br />18 Implementation Grant Application to the Minnesota Public Facilities Authority (PFA) and to <br />19 Authorize City Officials to Execute a Grant Agreement on Behalf of the City of St. Anthony <br />20 Village for the Silver Lake Storm Water Treatment System. <br />21 <br />22 Motion carried unanimously. <br />23 <br />24 C. 2013 Goals Update. Mark Casey. City Manager, presenting. <br />25 <br />26 City Manager Casey reported that GreenCorps member Nick Voss completed the rain barrel and <br />27 rainwater gardens workshop on May 30th. He advised that the 2013 street project has started, <br />28 the City has applied for a grant to upgrade seven pedestrian signals, and the City has been <br />29 monitoring the last two rain events and the back flow preventer at Mirror Lake is working <br />30 properly. He reported that the farmers market will be starting on July 22"d and on June 19`h the <br />31 City invited nine former elected officials to attend the League's centennial celebration. He stated <br />32 the City has developed a social media policy and created a communication plan that was adopted <br />33 in May. He stated the City has been awarded a Safe Routes to School grant and the Summer <br />34 Survival School was expanded and completed in June. He indicated the City has submitted a bid <br />35 for street sweeping to Lauderdale and staff is currently in discussions with Birchwood about <br />36 expanding the services currently provided. He stated that staff is in the process of completing <br />37 the succession planning and is working on potential collaborations with other fire departments. <br />38 He reported that Officer Jeff Spiess was recently promoted to Sergeant and this promotion will <br />39 put the City in a good position to make sure staff are well managed. <br />40 <br />41 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />42 <br />43 City Manager Casey reported that staff is working with Rice Creek Watershed District and the <br />44 City of New Brighton on a comprehensive approach to water management and noted that a <br />45 petition for a watershed project will be presented at a future meeting. He stated the City will be <br />46 hosting a builder's forum on Tuesday, July 16th, intended to provide an opportunity for builders <br />47 to give the City feedback on processes and discuss ways to work together more efficiently. <br />
