City Council Regular Meeting Minutes <br />February 25, 2014 <br />Page 4 <br />1 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 14- <br />2 024; a Resolution Providing for the Sale of $2,070,000 General Obligation Improvement Bonds, <br />3 Series 2014A. <br />4 <br />5 Motion carried 3-0. <br />6 <br />7 C. Resolution 14-025; 2014 Street Improvement Bond Reimbursement. Stacie Kvilvane, <br />8 Ehlers & Associates, presenting. <br />9 <br />10 Ms. Kvilvang advised that this resolution states the City's intent to bond for public <br />11 improvements and represents a housekeeping resolution. She stated that the City cannot expend <br />12 dollars prior to issuing bonds and the resolution preserves the City's option to finance the cost of <br />13 a project with tax-exempt obligations and to reimburse itself once the bonds are issued. <br />14 <br />15 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 14- <br />16 025; a Resolution for the 2014 Street Improvement Bond Reimbursement. <br />17 <br />18 Motion carried 3-0. <br />19 <br />20 D. Presentation by Jim Grube, Hennepin County Engineer. <br />21 <br />22 Mayor Pro Tem Roth introduced Mr. Jim Grube, Hennepin County Engineer. <br />23 <br />24 Mr. Grube stated that the last time he spoke with the City Council, the Silver Lake Road <br />25 reconstruction project was discussed and he indicated it was a pleasure working with the City <br />26 and City Council on this project. He extended thanks to Public Works Director Hartman and the <br />27 City's Public Works staff for the assistance provided to the County on an annual basis. He <br />28 presented Hennepin County's Public Works Department's organizational chart and distributed a <br />29 brochure published by Hennepin County. He discussed the LED pedestrian crossing on Silver <br />30 Lake Road and stated the County is interested in partnering with the City on a similar crossing at <br />31 Kenzie Terrace at Pentagon. He acknowledged City Manager Casey's letter requesting that the <br />32 County consider improvements to County Road C at the same time as Ramsey County's planned <br />33 improvements and advised that the County does not have the money right now to complete these <br />34 improvements. He explained there are currently about fifty projects for which funding is not <br />35 available and stated that the cost of the projected improvements on County Road C is <br />36 approximately $2 million and acknowledged that it makes sense to complete this portion of <br />37 County Road C at the same time as Ramsey County but funding is not available. He encouraged <br />38 the City to think about other improvements where the County can provide assistance and stated <br />39 the County can help with sidewalk projects that the City believes are important along the county <br />40 road system, adding that he is happy to discuss these projects with the City. He advised that the <br />41 County Board implemented a $10 wheelage tax that will generate $8.7 million annually and $6.7 <br />42 million has been made available for operational improvements such as the Stinson Boulevard <br />43 overlay, New Brighton Boulevard and Kenzie Terrace pavement work, and improvements to <br />44 traffic signals to install battery backups on several traffic signals. He added they also plan to use <br />45 some of this funding for traffic signal timing improvements. <br />46 <br />
