This recommendation has been implemented by staff and completed. <br />Mayor Faust questioned whether a motion should be made on any recommendations made. <br />Mr. Morrison responded this resolution approves the budget and amends it. <br />Motion by Councilmember Gray, seconded by Councilmember Borst, to approve Resolution 05- <br />049 re: A Resolution Approving the Audit of the City of St. Anthony for the Year Ended <br />December 31, 2004. <br />Motion carried unanimously. <br />B. Resolution 05-050; lined and fund loan for TIF District 3-5 Apache Redeyelopmp1 <br />Stuart Bonniwcll, CityAuditorl_prpsenting, <br />Mr. Bonniwell stated the new TIF district has incurred some expenses. With state guidelines <br />being more stringent, the TIF districts are not allowed to run a deficit. The resolution before the <br />Council allows the authorizing of internalloans. <br />Motion by Councilrnember Stifle, seconded by Couneilmember Thuesen, to approve Resolution. <br />05-050 rc: Authorizing Internal Loans for Advance of Public Redevelopment Costs in <br />Connection with Tax Increment Financing District No. 3-5. <br />Motion carried tsuauirn� <br />C. Resolution 05-051 -Requesting_interested residents to submit letters of interest for a task <br />force to assist with the design o1 Silvc; Lake Road. <br />City Manager Mike Morrison stated this has been discussed in previous meetings. This has been <br />a priority in planning goals. The Resolution is the fust step in this process, which is the <br />establishment of a Silver Lake Road Task Force. Interested applicants have until August 1, 2005 <br />to send a letter to the City Manager to express their interest in said task force. The City Council <br />will appoint Task Force members at their August 9, 2005 meeting. The Task Force first meeting <br />will be August 22, 2005. They will meet the fourth Monday of the month for approximately six <br />months, with a presentation to the Council in March. The City Staff that would be involved is <br />Jay Hartman, Todd Hubmer, a representative from the County, and a staff member from <br />Commissioner Stenglein's office. <br />Motion by Councilmember Thuesen, seconded by Councilmember Horst, to approve Resolution <br />05-051 re: A Resolution Establishing a Silver Lake Road Task Forec and Appointing Members <br />Thereto. <br />Motion carried unanimously. <br />D. Ordinance 05-006• Amendment to Dog_Ordinance. 2"d reading <br />Mayor Faust noted this Amendment states that any animal noise, which occurs repeatedly over ut <br />least 5 -minute period of time with a one minute or less lapse of time between each animal noise <br />during the 5 -minute period will be considered a nuisance. <br />
