Ordinance 05-007; Amendment to Ordinance 1130:03 subd. G. 3rd readinw <br />Mayor Faust said the first and second reading is going to be waived. <br />City Manager Mike Morrison said this is a request from the Police Department. The current <br />ordinance is extremely weak. This amendment would allow criminal history checks to be <br />conducted on solicitors. The request is that the Council waive the fist two readings, since this is <br />an immediate issue. <br />Councilmember Thuesen asked if the results of a criminal history check would have to be <br />received before anyone could sell items door to door. Mr. Morrison said the results must be <br />received. <br />Mayor Faust asked if this would pertain to those selling firewood door to door. Mr. Morrison <br />answered it would. lie added that this is in effort to protect the residents. <br />Mayor Faust noted that any solicitors should possess a permit, and if they cannot produce one, a <br />citizen should call the police. <br />Councilmember Gray asked how it would affect minors selling items fora nonprofit agency. <br />Mr. Morrison answered they are exempt - <br />Council in ember <br />xempt. <br />Councilmember Thuesen asked if this would apply to the people that come to the door asking for <br />your signature on apetition for environmental issues, for example. Mr. Morrison said he would - <br />check to see whether it does apply. <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Ordinance <br />2005-007 re: An Ordinance to Amend the Section 1130.03 Conditions for Registration: <br />Subsection G and waive the first and second readings. <br />Motion carried. unanimously. <br />F. <br />City Manager Mike Morrison explained this is for the Federal. Aid Funds for the Phase III <br />improvements. <br />Motion by Councilmember Horst, seconded by Councilmember Thuesen, to approve Resolution <br />05-052 re: A Resolution Appointing the Commissioner of Transportation as Agent of the City to <br />Accept }federal Aid Funds. <br />
