He suggested it should state within 30 days if it is not <br />4 practical to give the results at the next meeting. Mayor Faust said rather than changing it, we <br />5 have always given reports orally and this should be sufficient. If someone would like to present <br />6 a PowerPoint presentation, an exception could be made. Consider Ordinance 05 013Park Dedication I`ees, f r stread fes_ <br />Mr. Morrison reviewed the Ordinance with the Council and indicated that this is amending <br />Ordinance Section 1500, Subsection 12. He read the current rates for park dedication fees. IIe <br />said a survey has just been completed, and it showed the City's rates are low. He also noted the <br />City does need to enhance its revenue. He recommended the rates be raised to $1,500/unit for <br />single family, $1,800/emit for duplex, $2,000/unit for townhouse development, $1,000 for mobile <br />borne, $1,500 unit for multi family apartment/condo and $4,000/acre for commercial/industrial. <br />Ile noted these rates are still lower than the metropolitan average. <br />Councilmember Stille commented that St. Anthony is more in line with the inner ring suburbs. <br />The outlying cities that have new parks being built are a diffcrent market. This allows us to be <br />competitive with our neighbors. <br />Motion by Councilmember Horst, seconded by Councilmember Stille, to approve the first <br />reading of Ordinance 05-013, re: Amending Section 1500.12 of the City of St. Anthony City <br />Code to Include Park Dedication Fees. <br />Motion carried uuanirnously. <br />C. Consider Ordinance 05.-014�_Winc and _3_ .2 Malt Liquor Combination License (First <br />Reading). <br />D. Consider_ Ordinance 05-015; Fees for Combination I,ignor License�Pi.rstl?earliri <br />Mr. Morrison indicated this Ordinance would allow businesses with an on -sale wine license and <br />an on -sale 3.2 malt liquor license to sell intoxicating malt liquor without an additional license. <br />Under current liquor legislation, the State of Minnesota allows this special license. He said the <br />establishment would need to be in compliance with all provisions stated in Section 1000.12 <br />under Section 1000.12 subd. 3 'Percentage of Food; businesses would need to abide by the State <br />Statute of gross receipts are at least 60% attributable to the sale of food and hold a liquor liability <br />insurance policy. The second ordinance would allow the fees for the Combination On -Sale Wine <br />and 3.2 Malt Liquor License. <br />Councilmember Stille clarified that this Ordinance would allow on -sale wine and anything above <br />3.2 beer. Mr. Morrison responded that it allows any type of beer over 3.2 but no mixed drinks. <br />12 <br />
