City Council Regular Meeting Minutes <br />Noven ber 8, 2005 <br />Page 2 <br />1 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />2 A. Police Chief John Ohl presentation <br />3 i. Swearing in of Officers. <br />4 Mr. Ohl stated there has been a 25% change in the police department with two new <br />5 officers, a new sergeant, and a new'captain. He introduced and provided a brief <br />6 background of newly promoted Sergeant Mangstaff, an 11 -year veteran of the <br />7 department. He introduced and provided a brief background of newly promoted Captain <br />8 Antonio, a 19 -year veteran and first DARE officer of the department. <br />9 <br />10 Mr. Ohl introduced and provided a brief background of Mr. South. Mr. South was sworn <br />11 in. <br />12 <br />13 Mr. Ohl introduced and provided a brief background of Mr. Wilson. Mr. Wilson was <br />14 sworn in. <br />15 <br />16 Mayor Faust congratulated the officers and told them to be safe, be sure, and do their job. <br />17 He added it is important to televise the swearing -ins to show residents the City now has <br />18 two new officers on duty. He thanked the parents for supportively giving their sons. <br />19 <br />20 ii. Updates. <br />21 None. <br />22 <br />23 B. North Suburban Cable Commission presentation. Clarence Ranallo, Cable Commission <br />24 representative presenting, <br />25 Mr. Ranallo stated a cable franchise fee was established throughout the City. He indicated <br />26 Channels 15 and 16 are for City use and Channel 19 is for the school district. Items such as <br />27 sports games and parades have been televised. Presently 49.2% of St. Anthony residents use <br />28 cable television. A wi-fi network for internet service for the City was previously discussed; <br />29 however, cities cannot receive an access fee. City and Staff will be invited for a meeting later <br />30 this year. He stated $3,500 has been raised to wire the high school auditorium, but another <br />31 $1,500 is still needed. A future item needed is a character generator, which costs about $3,500. <br />32 He added he would volunteer to host shows but would need two volunteers to run the cameras. <br />33 <br />34 Mayor Faust asked if it was appropriate to put a request for volunteers in the newsletter. Mr. <br />35 Mornson replied yes. <br />36 <br />37 Mayor Faust asked about wiring the school board to cable broadcast. Mr. Ranallo replied the <br />38 board has been told they can use some of the franchise money and have also suggested they use <br />39 the City Hall building and equipment. <br />40 <br />41 Councilmember Stille asked if 49.2% of residents using cable is a good percentage. He added <br />42 residents can access free cable, too. Mr. Ranallo replied the newsletter has published numbers <br />43 on how to get free cable. He added 49.2% is a bit low but with satellite dishes it could increase. <br />44 <br />a <br />
