Mayor Faust replied he believes there are
some individual responsibilities in that if someone feels they have been treated unfairly they may
wish to contact the Human Rights Department. He noted doing legal research for a business may
not be legal because the City does not do research for private persons at public expense. He
added it is not known what has transpired between the lesser and lessee. Council never gets
involved in the economic trade that goes on and developers guard this trade quite closely.

Gedam Azeze, Owner of Limu Coffee, thanked everyone for his or her support and asked
Council to look into this issue.

Councilmember Horst stated he used to have a small business in St. Anthony but when rent
became too high it closed. He noted he would be surprised if the landlord is trying to stick it to
this particular tenant or get her out. He added he is not sure what Council can do regarding a
private business and a private developer and is unsure there is any legal action they can take. He
hopes the small business_ can stay there and thanked everyone for coming.

Councilmember Gray thanked everyone for coming and making their viewpoints known. He
stated he is not sure where Council can go with this but would not want the business to leave the
community. He added he would be in favor of doing anything they can do.

Mayor Faust stated the lesser will not negotiate in public. The marketplace is going to dictate
what happens no matter the business size. The assumption is that no reputable developer would
take a chance of prejudicing an owner with higher rent because they could loose everything they
have. He suggested the owner ask what everyone else in the complex is paying. The newspaper
has been good at getting information and usually digs out the truth; that is how additional
information may be found out. This meeting and the number of people in attendance can be
referenced, which will run daily for the next month.

IX.
