1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />47 <br />City Council Regular Meeting Minutes <br />January 10,2006 <br />Page 2 <br />Councilmember Thuesen requested on page 4,line 32,of the December 13,2005 Council <br />meeting minutes it should state:"...with another county possible partnerships with Hennepin <br />County.Ramsey County.and Anoka County." <br />Motion by Councilmember Thuesen,seconded by Councilmember Gray,to approve the Consent <br />Agenda items. <br />Motion carried unanimously. <br />IV.PUBLIC HEARINGS. <br />None. <br />V.REPORTS FROM COMMISSION AND STAFF. <br />Jennifer Bergman,Greater Metropolitan Housing Corporation,stated they are a non-profit <br />corporation that provides a housing resource center for St.Anthony.Services include housing <br />information to any residents that call,construction consultation services,and funding resources <br />for homeowners looking to finance their home improvements. <br />Councilmember Stille asked how big of a proj ect does the construction managers handle.He <br />also asked if the program regarding the ability for seniors to sell their homes without worry and <br />headache still exists,and if so,what is the implementation process.Ms.Bergman replied <br />construction managers assist with the smallest projects,such as carpet replacement,up to home <br />additions.She added the senior program is called Senior Housing Regeneration Project,where <br />they purchase homes from seniors at fair market value,donate their furniture if needed,rehab the <br />house,and sell it to a first time homeowner. <br />Councilmember Thuesen stated the City is seeing more ramblers and asked ifthey have any <br />experience working with people with this type of housing.Ms.Bergman replied yes,and <br />provided an example of raising a house. <br />Mayor Faust asked about income levels.He added the Corporation is an honest broker between <br />the homeowner and the remodeler;they have no financial interest.Ms.Bergman replied the fix- <br />it-fund and the rehabilitation incentive program each have a maximum income of $89,000.The <br />construction management services have no income limits.The rental rehabilitation program is <br />based on the tenant's income.She added they are non-profit,they provide housing services for <br />those with low and moderate incomes,and they help revitalize areas.She provided the <br />Corporation's phone number and website. <br />VI.GENERAL POLICY BUSINESS OF THE COUNCIL. <br />A.Consider Resolution 06-012.re:calling a hearing on 2006 street and utility <br />improvements. <br />Todd Hubmer,WSB &Associates,reviewed the resolution with the Council and indicated that <br />the project consists of street reconstruction,replacement,or new construction of sanitary sewer, <br />water main,and storm sewer lines on the following streets: <br />30thAvenue NE from Stinson Boulevard to Wilson Street <br />Murray Avenue <br />2 <br />w= <br />---.-
