1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />City Council Regular Meeting Minutes <br />January 10,2006 <br />Page 4 <br />C.Consider Resolution 06-014,re:calling a hearing on proposed assessment for 2006 street <br />and utility improvements. <br />Todd Hubmer,WSB &Associates,reviewed the resolution with the Council and indicated that a <br />hearing will be called on February 14,2006.He added they will be mailing notices to residents <br />and there will be a public information meeting on January 25,2006 at 7:00 p.m.in City Hall. <br />Motion by Councilmember Gray,seconded by Councilmember Horst,to adopt Resolution 06- <br />014,re:calling a hearing on proposed assessment for 2006 street and utility improvements. <br />Motion carried unanimously, <br />D.Other Engineering Updates. <br />Todd Hubmer,WSB &Associates,provided an engineering report.He stated the 39thAvenue <br />street improvements have been completed.The 2005 street reconstruction project has been <br />completed except for a few minor items such as sod repair.The fire station warning flashers, <br />after several issues,have been installed.Mayor Faust asked the color ofthe lights.Mr.Hubmer <br />replied amber. <br />Mr.Hubmer stated the Shamrock Pond stormwater improvements have been completed.He <br />added this is a demonstration site for No-mow grass,a low maintenance turf. <br />Mr.Hubmer stated the City received approval of its Wellhead Protection Plan from the <br />Minnesota Department of Health,and a resolution adopting the Plan will be presented at the <br />February 2006 Council meeting.He thanked Matt Swanson at the Ramsey Conservation <br />District for all his preparation work on the Plan.Mayor Faust replied Council will discuss <br />sending a letter to Mr.Swanson.Mr.Hubmer replied he thinks this would be appropriate. <br />Mr.Hubmer stated the City is required to participate in the NPDES Permit Program for <br />stormwater runoff,and will need to submit a new NPDES Permit within the next 18 months. <br />Mr.Hubmer stated the City may have an opportunity to participate in the Rain Water Garden <br />Demonstration Project (the Green Program).The Program is looking for demonstration projects <br />to clean up stormwater runoff.There are a few sites at City Hall that may work such as Silver <br />Lake Road.Mayor Faust replied a good demonstration project area would be in front of City <br />Hall where children come and go.He requested Mr.Hubmer look into this further and Council <br />would discuss this further. <br />Councilmember Thuesen stated school biology classes could use this as a learning tool.Mr. <br />Hubmer replied other area options include the holding pond at the north end of Central Park <br />which could use some beautification and the north end of Silver Point Park where the water just <br />sits there.Mayor Faust suggested they come up with a program for all three areas. <br />Mr.Hubmer stated the water treatment plant improvements have been completed,including <br />isolating the chlorine room and updating the electrical components and controls.A water system <br />and sanitary sewer capital improvement plan has been completed with anticipated expenditures <br />through the year 2020.One issue that needs to be added is a new roof on the ground storage <br />4 <br />rI1
