STAFF REPORT <br />To: Mayor and City Council <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: February 14, 2003 <br />Subject: Comprehensive Plan Task Force <br />_Requested Action: <br />Approval to Staff to establish a Comprehensive Plan Task Force. <br />Baekglound• In 1998, the staff, consultants, task force and Planning Commission culminated a year's work <br />and presented the City Council and the Met Council with an updated comprehensive land use plan. This <br />was the first update to the City's comprehensive land use plan in twenty (20) years and had been mandated <br />by the State of Minnesota. As part of that legislation, cities were also required to complete an update to <br />their comprehensive plan every ten (10) years. <br />Last summer, the City was notified by the Met Council that in accordance with Section 462.355, an update <br />to the Cit/,s comprehensive plan was due in 2008. Staff also received a system statement that showed how <br />changes is the Met Council's regional system will potentially impact St. Anthony in the areas of <br />transportation, water resources management, and regional parks plans. <br />Staff is requesting that the Council approve the attached resolution to establish a task force of community <br />members, representatives from the Planning Commission and Council liaisons. The goal of this task force <br />would be to provide input to the planning consultant regarding various land us and zoning issues that <br />affect and have impact on the community. This group will also be invited to participate in the Active <br />Living Workshop sponsored by Ramsey County to review the feasibility of installing a sidewalk along <br />Highcrest Road as part of the planning process for addressing sidewalks and trails in the comprehensive <br />plan. <br />Seventeen members made up the task force that completed work of the 1998 Comprehensive Plan, <br />including representatives from the City Council and Planning Commission. The City Manager, <br />Management Assistant and Public Works Director provided the task force and the planning consultants <br />with staff support. <br />24 <br />
