Y � City : <br />Date: April 11, 2006 <br />Subject: Amended and Restated CDBG Joint Cooperation Agreement <br />Background: Because the nation was not making the progress toward the goal of a national housing policy as <br />expected when Congress passed the Housing Act of 1949, the Housing and Urban Development Act of 1968 <br />and the Community Development Block Grant program (CDBG) of 1974 were passed. These programs were <br />intended to be flexible in providing local governments with resources to address a wide variety of unique <br />community development needs that would ultimately provide decent, safe, sanitary and affordable living <br />environments for all Americans. Consequently, Ramsey County was eligible to be designated as an Entitlement <br />Urban County and receives an annual allocation of more than one million dollars to provide decent housing, <br />suitable living environments and opportunities to expand economic development or redevelopment efforts. <br />The City of St. Anthony is one of the 16 Ramsey County cities that have chosen to participate in this CDBG <br />program for the last 18 years. The City's participation has helped to ensure that, a guaranteed annual allocation <br />comes to the County and to any of the 16 communities that desire to actively participate in the program. In <br />1992, the City of St. Anthony did apply for HOME funds from this program to rehabilitate Macalaster Manor. <br />The City is being asked to execute a new joint cooperation agreement because Ramsey County is required to <br />execute a new cooperation agreement that will incorporate all the amendments of past agreements. These <br />agreements had been previously approved by the member communities but HUD is now requiring a current, all- <br />inclusive agreement. The new agreement will renew automatically, but member communities will have the <br />option of "opting out" prior to each renewal.
