County would be eligible to become an Entitlement Urban <br />County and receive an annual allocation of Community Development. Block Grant <br />(CDBG) dollars in excess of one million dollars. <br />Sixteen suburban communities have chosen to participate in the agreement process <br />over the past eighteen years, thus ensuring that a guaranteed annual' allocation would <br />be earmarked for the County and those suburban municipalities that desire to actively <br />participate in the program. <br />Recently, HUD. has notified us that in: order to remain eligible to continue our participation in this <br />federal program, the participating cities and Ramsey County must execute a new cooperation <br />agreement incorporating, all the amendments ,of the past agreements,. Each community already <br />approved these amendments, but HUD- now requires an all-inclusive agreement. This <br />agreement will have. no specified end date, so that it will renew a �utomaticall�. of course, at th-e, <br />tim-e of the renewal, al -1 communities will be notified of the opportunity to "opt out" of the <br />agreement. <br />Our eligibility and the actual dollar amount we receive are based upon the population <br />accumulated through the number of jurisdictions that join with us. Our records show that since <br />1985, your community has signed cooperation agreements with the County to ensure our <br />efigib-lfity. <br />A copy of the agreement is attached to this letter. Please have it approved by your City Council <br />or.Town Board and return a fully executed copy to us no later than April 30,. 2006. <br />if, however, your community does choose to "opt out", please be advised that you may <br />not have an opportunity to participate with us for the next three years.
