NORTHEAST DIAGONAL TRAIL PROJECT OVERVIEW Proiect Overview: The Northeast Diagonal Trail includes construction of approximately 2.9 miles of continuous pedestrian and bicycle trail through Southeast and Northeast Minneapolis, St. Anthony (Hennepin County) and. into western Roseville (Ramsey County): The proposed trail extends from E. Hennepin Ave. /Stinson Blvd. and Broadway St. /New Brighton Blvd. to the Stinson Blvd. New Brighton Blvd. intersection and to the Hennepin/Ramsey County line where it connects to the City of Roseville County Road B-2 Trail. The project also includes a ramp connection to existing sidewalk on the north side of St. Anthony Blvd. The project is located with existing Hennepin County and Hennepin County Regional Rail Authority (HCRRA) right-of-way. An easement from Minneapolis Parks &Recreation Board (F.A. Gross Golf Course) will be required. Proiect Specifics: r ■ The proposed project includes a 10 -foot wide multi -use trail along the east side of Stinson Blvd., at the ramp connection to St. Anthony Blvd. and between the St. Anthony Blvd. ramp connection and the Hennepin/Ramsey County line. A 16 -foot wide pedestrian/bicycle separated trail is proposed along the east side of New Brighton Blvd. and within the HCRRA corridor to the St. Anthony Blvd. ramp. The trail will be constructed per Federal Aid Standards and consist of a 3 -inch depth bituminous pavement placed on a 6 -inch aggregate base. The project also includes trail signing and striping, erosion control, restoration, tree replacement and landscaping. Regional Trail Connections: The Northeast Diagonal Trail connects directly to numerous existing and proposed regional trails including the following: • Existing Elm Street On -Street Trail (City of Minneapolis) • Existing 15th Ave. On -Street Trail (City of Minneapolis) • Existing/Proposed County Road B-2 Off -Street Trail (City of Roseville) • Proposed Stinson Parkway Off -Street Trail (City of Minneapolis and City of St. Anthony) • Existing U of M Transitway Off -Street Trail (City of Minneapolis) • Proposed 18th Ave. N.E. Off -Street Trail (City of Minneapolis) • Existing West River Parkway Off -Street Trail (City of Minneapolis) • Existing/Proposed 29�' Street Midtown Greenway Off -Street Trail (City of Minneapolis) • Existing Hiawatha LRT Trail (City of Minneapolis) The current City of Minneapolis Bicycle Plans are attached. Project Funding: The preliminary total estimated project construction cost is $1.95 million. The preliminary estimated project construction cost within the City of St. Anthony is $453,000. The Project funding includes Federal STP funds with local matching and/or project cooperation from: • City of Minneapolis • City of Minneapolis Parks & Recreation • City of Roseville 33
