Memorandum <br />May 16, 2006 <br />Page 3 of 15 <br />North of 371h Avenue N.E and west of Silver Lake Road is the site of the old Apache Mall. <br />This mall has been removed and the site is currently being redeveloped. This development is <br />part of the St. Anthony Village Northwest Quadrant Redevelopment. The site was surveyed <br />on April 18, 2006 to determine the percentage of occupancy. The development is about 65 <br />percent occupied/constructed and includes retail developments, condominium and town <br />homes, and apartment buildings; each in various stages of occupancy and construction. The distribution of trips <br />generated for the proposed site was estimated as follows: <br />20 percent - Stinson Boulevard. <br />5 percent - 39th Avenue N.E. east of Silver Lake Road <br />35 percent - Silver Lake Road to the north. <br />40 percent - Silver Lake Road to the south. <br />New trips passing through the intersection of 37th .Avenue N.E on Silver Lake Road were <br />distributed similar to the existing turning movements. <br />Forecast Traffic Volumes <br />Traffic volumes were estimated for the year 2007, 2017, and 2027. The traffic volumes were <br />computed by adding trips from known local development and background growth to the <br />existing counts. <br />Background <br />The background growth for Silver Lake Road was estimated by analyzing historical growth <br />and local land -use. The historical traffic volumes show an annual growth rate of 3.5 percent <br />over the last ten years. The traffic volumes on Silver Lake Road are likely to grow at a <br />slower rate in the future than in the past ten years.
