Memorandum <br />May 16, 2006 <br />Page 2 of 15 <br />Historical Traffic Volumes <br />The Silver Lake Road area in St. Anthony has had a large fluctuation in traffic volumes over <br />the last 25 years. Local redevelopment and increased commuter traffic to/from the <br />Minneapolis area has caused modest growth on Silver Lake Road over the last ten years. <br />Mn/DOT historical traffic counts, Table 1, shows an average annual growth rate of about 3.5 <br />percent on Silver Lake Road at 39th Ave NE over the last ten years. This growth rate is high <br />for similar roadways in Hennepin and Ramsey Counties, but not unexpected, due to the <br />redevelopment of the old Apache Mall site. Hennepin and Ramsey Counties have seen an <br />average of 1 percent to 1.5 percent growth per year on similar roadways within the counties. <br />HistoricalTable 1. The following three intersections were <br />counted: <br />37th Ave. N.E. at Silver Lake Road. <br />Wal-Mart access at Silver Lake Road. <br />3 9th Ave NE. at Silver Lake Road. <br />The a.m. and p.m. peak hour turning movements are shown in Figures 1A and 2A of the <br />Appendix. <br />Development pGeneration <br />/ Distribution <br />Trip generation for the Northwest Quadrant Redevelopment was estimated using the ITE Trip <br />Generation Manual. The manual is a compilation of daily and peak hour trip generation <br />rates based on actual data collected from specific sites where similar developments have <br />occurred.
