City Council Regular Meeting Minutes <br />May 23, 2006 <br />Page 11 <br />1 It was agreed to by the parties if these expenditures exceeded available revenue to the City and <br />2 HRA, the developer would pay for the TIF qualified costs and in hopes the City and HRA would <br />3 reimburse the developer through additional tax increment if available in the future. <br />4 <br />5 Ms. Kvilvang stated the developer paid for cost overruns the City did not have the funds to pay <br />6 for in the amount of $360,777. She stated the developer provided documentation to Ehlers & <br />7 Associates with regards to the qualified costs. Ms. Kvilvang stated the developer is requesting <br />8 the City and HRA reimburse them for the costs as agreed to. Due to the success of the project <br />9 overall, Ehlers & Associates determined there is sufficient increment available to reimburse the <br />10 developer for those costs. The reimbursement would be from TIF revenue bond proceeds <br />11 generated as part of the take out financing being completed for the commercial portion of the <br />12 project. <br />13 <br />14 Motion by Councilmember Horst, Seconded by Councilmember Stille, to approve Resolution <br />15 06-065 relating to the Reimbursement of Qualified Costs in TIF District No. 3-5 Not Originally <br />16 Outlined in the Redevelopment Contract. <br />17 <br />18 Motion carried unanimously. <br />19 <br />20 <br />21 VII. REPORTS FROM CITY MANAGER AND C®UNCILMEMBERS. <br />22 <br />23 City Manager Mike Mornson reported several items involving the Police Department: <br />24 ■ Alcohol compliance checks completed by the Police Department with all establishments <br />25 passing. <br />26 0 A Citizen's Academy is being started with a limit of 20 members. It is designed to <br />27 educate residents about the inner workings of a Police Department. <br />28 E The Police Department and Fire Department is involved with National Night Out on <br />29 August 1, 2006. <br />30 IN The Police Department is involved with the Vital Aging program, educating residents on <br />31 how to be safe in the home and doing security checks. <br />32 <br />33 If anyone is interested in the Citizens Academy or Vital Aging can call the Police Department at: <br />34 782-3371. <br />35 <br />36 City Manager Mornson reported on complaints from residents about grass clippings going into <br />37 the street and the storm sewer. This is against City Ordinance. The enforcer of this ordinance is <br />38 the Fire Department, who works with residents to properly dispose of grass clippings. The grass <br />39 clippings should be put back on the yard or composted. In the upcoming Grass Clippings <br />40 Newsletter, storage of grass clippings is discussed. <br />41 City Manager Mornson discussed the Silver Lake Road update. He received a letter from <br />42 Hennepin County stating work would be delayed for one year. Manager Mornson stated City <br />43 Council should discuss this because some street projects were delayed to 2008. He asked Todd <br />44 Hubmer, WSB, to attend the next meeting to put this back on the agenda for next year. <br />45 <br />
