City Council Regular Meeting Minutes <br />May 23, 2006 <br />Page 12 <br />1 City Manger Mornson discussed a letter from Met Council on the preliminary surcharge for <br />2 2007. It was prematurely stated the City received approval to avoid a surcharge. The letter of <br />3 July 13, 2006 indicates our surcharge would be $1,183,000 or $236,000 per year. The next step <br />4 is to appeal this by September 15, 2006. Mr. Mornson stated he talked with Mr. Kyle Coven, <br />5 Program Administrator, who indicated the City surcharge waiver would likely be approved based <br />6 on City Ordinances. He reported Staff is working on an I/I Infrastructure Newsletter. He stated <br />7 an infrastructure updated would come out about September .15 and inspections for I/I and <br />8 installation of water meters would begin in November. <br />9 <br />10 Mayor Faust stated the Met Council letter puts the City on notice to do complete these items. He <br />11 . -reported talking to the Executive and Assistant Director from the AMM about the monitoring <br />12 points. The City does not always have the leverage needed with the Met Council; these <br />13 individuals will insure the measuring points are measuring the flow properly. <br />14 <br />15 City Manager Mornson reported the NIMS Training, a Directive from President Bush, was <br />16 completed by 95 percent of Staff and elected officials. The training is required to receive civil <br />17 defense grants. He stated this was the first phase and the second phase would occur this fall. He <br />18 stated the Fire Department did a great job. <br />19 <br />20 City Manager Mornson gave the Council information on a Development Conference, sponsored <br />21 by the Department of Employment and Economic Development. Dr. Richard Florida, a national <br />22 speaker, would probably speak on what it takes to have a successful community in the future. <br />23 <br />24 City Manager Mornson reminded the Council of the work session prior to next meeting starting <br />25 at 5:30. <br />26 <br />27 City Manager Mornson stated Mayor Faust, Assistant City Manager Moore -Sykes and he are on <br />28 League of Minnesota Cities policy committees, so St. Anthony has high representation at the <br />29 AMM and LMA. Assistant City Manager Moore -Sykes is also a chairman for one of the <br />30 committees. <br />31 <br />32 City Manager Mornson congratulated Mayor Faust on his appointment to the League of <br />33 Minnesota Cities Board of Directors. <br />34 <br />35 Councilmember Stille asked City Manager Mornson if he had an update on the bike trail status if <br />36 road construction on St. Anthony is stalled. <br />37 <br />38 City Manager Mornson stated he would try to get an update before the next meeting. <br />39 <br />40 Councilmember Horst reported the sculpture for Salo Park is complete and in storage. He <br />41 mentioned working with Public Arts in St. Paul and Mr. Jay Hartman to get a budget to move the <br />42 sculpture to SALO Park. This is a very exciting project and sculpture <br />43 <br />44 Councilmember Horst reported Village Fest preparations are going well. He stated the <br />45 committee is still looking for volunteers to hand out prizes after the Ping-Pong ball drop. Posters <br />46 and schedules are out. He anticipates an exciting Village Fest this year. <br />12 <br />
