Mornson <br />City Manager <br />City of Saint Anthony <br />3301 Silver Lake Road <br />Saint Anthony, MN 55418 <br />Re: CSAH 136 (Silver Lake Road) <br />County Project No. 0524 <br />Dear Mr. Mornson: <br />612-596-0300, Phone <br />763-478-4000, FAX <br />763-478-4030, TD D <br />www.hennepin.us <br />Hennepin County, with its consultant Bolton & Menk, Inc., and in conjunction with the City of Saint Anthony, <br />is currently preparing final plans for the reconstruction of County State Aid Highway (CSAH) 136 (Silver <br />Lake Road) from Saint Anthony Parkway to 37th Avenue NE. The proposed project includes full depth <br />reconstruction of the roadway, municipal utility work, storm sewer, curb and gutter, sidewalk, retaining walls, <br />lighting, and landscaping. As part of the project, it is proposed to bury the existing private utilities along the <br />corridor. <br />The original project schedule was developed with the goal of starting construction in 2007. The County <br />identified funds for consultant design in the 2006 element of the Capital Improvement Program (CIP). Now <br />that we are developing the 2007 CIP; it has become apparent that there is not enough funding to finance both <br />the property acquisition and construction in 2007. Regretfully, we must therefore move the construction <br />funding for this project to 2008, with right of way acquisition remaining in 2007. <br />The design of the project is progressing to the point that discussions with property owners will begin this fall. <br />The delay in construction will allow more time to acquire the necessary right of way and easements, which <br />should be helpful in coming to agreement with the property owners. <br />Althol gh the delay in the start of construction is unfortunate, the timing W* ill probably work out best in terms <br />of minimizing the disruption for corridor residents and users of the roadway. The extra time will ensure an <br />early spring construction.start, with substantial completion of the project by the end of 2008. <br />We look forward to continuing to work with the City on this important project.
