STAFF REPORT <br />To: Mayor and City Council <br />From: Kim Moore -Sykes, Assistant City Manager &<In <br />Date: August 8, 2006 <br />Subject: Proposed Language Change to City's Chapter 5 Regarding Recycling Collection <br />Background: Staff has been meeting with representatives from the garbage haulers doing business in the City <br />to discuss the possibility of changing the City's Ordinance language to allow recycling pick up every other week <br />to accommodate single -sort recycling. At the July 25f City Council meeting, Staff was directed to include <br />additional language about glass as a recyclable and container size to the proposed draft. <br />Staff reviewed ordinances or recycling policies of several Metro -area cities, including: Blaine, Shoreview, Coon <br />Rapids, Anoka, Arden Hills and New Brighton.. Of these cities that have an ordinance that pertains to single - <br />sort recycling and bi-weekly collection, the City of Coon Rapids' ordinance was very extensive. It discussed size <br />of containers, bi-weekly collection and recyclable materials. <br />The City's ordinance does currently include glass as a material to be recycled but is silent on plastic containers. <br />Staff proposes to add language that would include plastic containers as a recyclable material. The City's <br />ordinance also states that Council can designate by resolution other materials to be recycled.. Staff also added <br />proposed language that defines a residential container and stipulates the size of those containers for recycling. <br />Attached for Council review is a draft of the proposed language change to Chapter 5 of the City Code regarding <br />recycling.
