City Council Regular Meeting Minutes
May 23, 2006
Page 6
Mr. Sederstrom stated residents are given two warnings and he works with them to correct the
problem. Ms. Klennert indicated Waste Management does the same.

Councilmember Horst asked if this was consistent throughout the industry.

Ms. Klennert replied it was.

Mayor Faust asked how the waste haulers know when customers put unacceptable items in the
garbage and recycle bins.

Ms. Klennert stated a camera is mounted on the truck and the drivers do know the habits of the
customers.

Commissioner Horst asked about cardboard.

Ms. Klennert replied residents could put cardboard inside the cart also. Residents can also get a
larger cart if they need it.

Commissioner Horst asked whose idea it was for every other week single sort recycling.

Ms. Klennert responded the haulers do this in the other communities they service.

Councilmember Gray stated he uses single sort through Walters. He indicated it doubled what
they recycling and decreases what goes into regular garbage. Councilmember Gray referred to
an email received by the City stating there was a $40 charge for the bin.

Mr. Sederstrom replied there is no charge for the recycle cart; the $40 charge might have been
for a compost bin.

Ms. Klennert stated this is the same with the other waste management haulers.

Councilmember Thuesen commented he uses single sort and noticed his recycling increased
significantly. He indicated he believes the statistics that show recycling goes up with single sort.
Councilmember Thuesen indicated there had been comments about residents not removing bins
from the street in a timely manner. He stated this is probably a code enforcement issue.

Councilmember Stille requested Mr. Sederstrom and Ms. Klennert to state the primary reason the
City should change the Ordinance.

Ms. Klennert replied Waste Management built a recycling facility in Minneapolis in 2000. The
goal is to increase recycling to make the facility as efficient as possible. Ms. Klennert stated
recycling had stagnated so Waste Management went to the two -sort system and when that began
to level off, the next evolution of single sort was implemented. Ms. Klennert stated a positive for
the residents would be less truck traffic on the streets also.
