The City purchases the bins and is <br />3 reimbursed through score grants from Hennepin and Ramsey Counties to help subsidize the cost. <br />4 <br />5 Councilman Thuesen asked if there has been an increase in recycling. <br />6 <br />7 Assistant City Manager Moore -Sykes replied a number of studies done through the Minnesota <br />8 Office of Environmental As show single sort does increase recycle tonnage collected. <br />9 Ms. Moore -Sykes stated she does the report on a semi annual basis and some increase could be <br />10 attributed to the single sort that was going on by one of the haulers. The numbers do indicate <br />11 recycling has increased. <br />12 <br />13 Assistant City Manager Moore -Sykes introduced the waste haulers. <br />14 <br />15 Ms. Jennifer Klennert from Waste Management and Mr. Eric Sederstrom with Walters Recycling <br />16 and Refuse, Inc. addressed the Council. <br />17 <br />18 Ms. Klennert stated Waste Management currently does single sort in several cities with more <br />19 than 200,000 homes participating. Waste Management has seen a substantial increase in the <br />20 material they pick up. She indicted there had been about a 10 pound per home per month <br />21 increase. She reported Waste Management also has about a 90 percent participation rate with <br />22 single sort recycling. <br />23 <br />24 Mr. Eric Sederstrom, Walters Recycling noticed a 75 percent recycle rate when using the blue <br />25 bins in St. Anthony. He now feels there is a 90 percent participation in St. Anthony, Coon <br />26 Rapids, and Andover. Mr. Sederstrom apologized for starting single sort before understanding <br />27 the Ordinance. He reported before single sort he picked up about 100 tons per month in St. <br />28 Anthony. In June, he did 200 tons with single sort recycling. <br />29 <br />30 Councilmember Horst asked for clarification of the single sort concept. He describe what he <br />31 thought was the concept and asked if there was an additional cost for this service. <br />32 <br />33 Mr. Sederstrom replied carts are provided by Walters and there is no extra cost for residents to <br />34 single sort recycle. <br />35 <br />36 Ms. Klennert stated the hauler is responsible for the containers and replace carts for the customer <br />37 when needed. <br />38 <br />39 Councilmember Horst asked Mr. Sederstrom if Walters would set up the schedule and do the <br />40 same type of program for single sort. <br />41 <br />42 Mr. Sederstrom replied he gave the cart to everyone with very few residents declining the cart. <br />43 <br />44 Councilmember Horst asked what happens when residents use the blue recycle bin as an extra <br />45 garbage container. <br />46 <br />5 <br />
