STAFF REPORT . <br />To: Mayor and City Council Report No.: <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: June13, 2006 <br />Sub)ect: Single Sort Recycling and Proposed Language Change to City's Garbage Hauler Ordinance <br />Background: On April 17th, Staff met with representatives of the garbage haulers that do business in the City to <br />discuss the possibility to change the City's Ordinance language to allow recycling pick up every other week to <br />accommodate single -sort recycling. All of the haulers agreed that they would like to have the City Council <br />consider a language change in the Ordinance to allow for the bi-weekly pick up of recycla.bles. Garbage would <br />continue to be picked up on a weekly basis. <br />The meeting with the haulers was the result of an initial report from Waste Management that Walter's Recycling <br />was violating the City's ordinance. Waste Management had reported that Walter's was not doing weekly <br />recycling pick-up but were implementing a single sort program and picking up their customer's commingled <br />recycling materials every other week. In discussing this report with Mr. Sederstrom of Walter's Recycling, he <br />admitted that he was doing single sort pick-up every other week based on what he was told "a couple of years <br />ago" by City staff indicating that he could do single -sort in St. Anthony. Staff advised Mr. Sederstrom that <br />according to the Ordinance, he was required to pick up recycling once a week, despite the method offered to and <br />used by their customers for recycling. Mr. Sederstrom indicated that collecting the single -sort recycling every <br />week is not cost effective and asked what he could do to change the ordinance. We discussed the process <br />involved in changing the ordinance and the haulers were told that proposing a change did not guarantee that the <br />Council would approve the requested change. Mr. Sederstrom was also advised that if and until the language is <br />changed, Walter's would still have to pick up his customer's recycling on a weekly basis. <br />Mr. Sederstrom volunteered to survey his customers in St. Anthony to determine the satisfaction level of his <br />customers with Walter's single source recycling program. Copies of those surveys are available in the Assistant <br />City Manager's office for your information. <br />Summary of Survey Mr. Sederstrom mailed 706 surveys to his customers and received 429 back (61%). <br />1.
