She reported some communities still treat large multi -family complexes as commercial <br />2 businesses and do not require the complex to have a recycling program, but by State statute, they <br />3 are required to provide the opportunity to recycle. Assistant City Administrator Moore -Sykes <br />4 mentioned Hennepin County had a policy that closely mirrored State statutes. <br />5 <br />6 Councilmember Thuesen asked how likely it increased costs would be if the Council elected to <br />7 adopt single -sort recycling and did many other communities see a cost increase. <br />8 <br />9 Assistant City Administrator Moore -Sykes stated she could not say how likely it would be and <br />10 recommended directing this question to the garbage collectors. <br />11 <br />12 Councilmember Stille asked if the adoption of this ordinance would provide for recycling, in the <br />13 R-4 district. <br />14 <br />15 Assistant City Administrator Moore -Sykes replied it would not if unless we put it in the <br />16 ordinance. She pointed out the Mounds View ordinance included in Council packets. She also <br />17 pointed out Little Canada is the only community she did not find with multi -family recycling. <br />18 <br />19 Mayor Faust stated it was Council's intent to have R-1 through R-4 included in the ordinance. <br />20 He stressed the appropriate language is needed in order to adopt it. Mayor Faust stated he <br />21 assumed the pilot program would last for one year. <br />22 <br />23 Assistant City Administrator Moore -Sykes replied most pilot programs were for ayear. She <br />24 stated some cities have done their own pilot and gave haulers a specific timeframe. <br />25 <br />26 Mayor Faust asked why BFI was not in attendance. <br />27 <br />28 Assistant City Administrator Moore -Sykes replied BFI is in contract negotiations with several <br />29 cities. <br />30 <br />31 Mayor Faust asked where the negative aspects stated on the staff report came from. He <br />32 questioned the increase of seven to nine percent as he thought single -sort recycling was reported <br />33 to reduce the cost for haulers. <br />34 <br />35 Assistant City Administrator Moore -Sykes replied the information was collected from several <br />36 communities. She mentioned the increased came from additional labor costs at the sorting <br />37 facility. <br />38 <br />39 Mayor Faust commented that for Council to be fair to St. Anthony residents, it would be best to <br />40 deny the ordinance. <br />41 <br />42 Councilmember Gray asked if the cities identified used a single source hauler and if that were the <br />43 reason for the increase. <br />44 <br />45 Assistant City Administrator Moore -Sykes replied Arden Hills used a single source hauler <br />46 <br />4 <br />
