City Council Regular Meeting Minutes <br />October 10, 2006 <br />Page 4 <br />1 Councilmember Horst asked if the City would be stuck with whatever the contractor suggests. <br />2 <br />3 Mr. Hubmer replied the City would be able to negotiate and he anticipates very competitive bids. <br />4 <br />5 Councilmember Thuesen asked Mr. Hubmer if he saw it as desirable to add this to the street <br />6 project and would the skill set required to do both be similar. <br />7 <br />8 Mr. Hubmer replied they are similar, but still need a utility contractor to build the lift station and <br />9 do the piping work and an electrical contractor to install the system controls. <br />10 <br />11 Mayor Faust stated this is the second time the Council rejected the bid. He complimented Mr. <br />12 Hubmer and Mr. Jay Hartman, Public Works Director, for attempting to find a mobilization <br />13 sight. He expressed better bids are usually obtained in the spring. <br />14 <br />15 Motion by Councilmember Horst, seconded by Councilmember Gray, to approve Resolution 06- <br />16 075, a Resolution Rejecting all bids for the Foss Road Lift Station and Utility Improvement <br />17 Project; and Order Plan and Specifications to be Incorporated into the 2007 Street <br />18 Reconstruction Project. <br />19 <br />20 Motion carried unanimously. <br />21 <br />22 C. Resolution 06=076; Accept the Feasibility Report and order plans and specifications for <br />23 Highcrest Road and Old Highway8 Sidewalk and Lighting_IMprovements <br />24 <br />25 Mr. Todd Hubmer made a PowerPoint presentation on resolution 06-076. He reported the <br />26 recommended improvements would be along the west side of Highcrest Road from 33rd Avenue <br />27 to 37d' Avenue and along old Highway 8 from 29t` Avenue on the south and north to 33rd <br />28 Avenue. <br />WE <br />30 Mr. Hubmer stated the project needs identified were a response to resident concerns, the <br />31 proximity to schools and parks, and the safety of students walking along the roadways. He <br />32 pointed out the project would also provide a north/south connection ofi the east side of St. <br />33 Anthony and it would fulfill the City's mission for a safe, walkable community. <br />34 <br />35 Mr. Hubmer reported the construction along the west side of Highcrest Road consists of a <br />36 sidewalk with decorative lighting. He mentioned the City of Roseville expressed no interest in <br />37 constructing a sidewalk on the east side of Highcrest. He mentioned that residents on the <br />38 Roseville side, expressed concern for wanting a sidewalk on the west side, as this is where the <br />39 school is located. Mr. Hubmer used a site map to point out the location of the project <br />40 improvements. <br />41 <br />42 Mr. Hubmer reported the cost for the Highcrest Road portion would be about $332,000, and the <br />43 Old Highway 8 portion at about $348,000 bringing the total to $680,000. He.stated possible <br />44 funding sources for the project could come from municipal state aid funds, street and utility <br />45 funds and tax increment financing funds. <br />4 <br />
