City Council Regular Meeting Minutes <br />October 10, 2006 <br />Page 6 <br />1 Mr. Hubmer stated the project also provides for the replacement and enlargement of the sanitary <br />2 sewer main from the intersection of 39th Avenue and Fordham Drive east to Chandler Drive and <br />3 north on Chandler Drive to Foss Road. <br />4 <br />5 Mr. Hubmer stated the estimate cost to be $150,000 more than the trenchless technology so there <br />6 is a good value to replace all the utilities and get a new road, as the road is not in best shape. He <br />7 pointed out streets are deteriorating, the utilities are 50 years old, there are reoccurring water <br />8 main breaks, and the sanitary sewer system is deteriorating. <br />9 <br />10 Mr. Hubmer pointed out on a site map the sanitary sewer system improvements would in the <br />11 alleys north and south of Pahl Avenue and south of 27th Avenue and from Silver Lake Road to <br />12 the railroad tracks on 39th Avenue. He pointed trenchiess technology would be used on the east <br />13 side of the railroad tracks along Chandler Drive and through the parking lot of the Old Dutch <br />14 site. <br />15 <br />16 Mr. Hubmer used a site map to point out water main improvements include replacing the water <br />17 mains at 27a' Avenue, Pahl Avenue, Coolidge Street and 39th Avenue. He reported the current <br />18 six-inch mains with eight -inch water mains. <br />19 <br />20 Mr. Hubmer reported the storm sewer would be replaced in the alley south of Pahl Avenue and <br />21 27t" Avenue and Paul Avenue and the alleys north and south to get the drainage into pipes rather <br />22 than running along the edges of the sidewalks. <br />23 <br />24 Mr. Hubmer reported proposed improvements along 3901 Avenue to address the flooding issues <br />25 with new catch basins at each intersection. <br />26 <br />27 Mr. Hubmer broke down the project costs at $1,419,590 for street reconstruction, $599,380 for <br />28 sanitary sewer improvements, $540,750 for water main improvements and $375, 260 for storm <br />29 sewer improvements, bringing the total opinion of probable cost to $2,934,980. <br />30 <br />31 Mr. Hubmer stated proposed funding sources would be assessments such as 35 percent road and <br />32 storm sewer to the resident sewer and a $400 water connection fee, the 429 Public Improvement <br />33 Bond, tax increment funds and water, sewer and storm water funds. <br />34 <br />35 Mr. Hubmer recommends Council accept the feasibility report, order preparation of plans and <br />36 specs; incorporate the Foss Road Lift Station and the 2007 sidewalk improvements into the 2007 <br />37 street improvement project. <br />38 <br />39 Mr. Hubmer stated should the project be approved the recommended schedule would include <br />40 holding neighborhood meetings in November, approving plans and specs on November 28, <br />41 receiving bids in December 2006, awarding bids in February 2007, beginning construction May <br />42 2007 and completing construction in October or November 2007. <br />43 <br />44 Mayor Faust asked why Mr. Hubmer recommended going from a six inch to an eight -inch pipe <br />45 for the sanitary sewer. <br />46 <br />
