City Council Regular Meeting Minutes <br />October 10, 2006 <br />Page 8 <br />1 Mr. Bredison stated the water meter would be direct wired to a radio transmitter that would read <br />2 the data, immediately transferred it to the server, and backed up to a secure server. <br />3 <br />4 Commissioner Horst asked what powered the radio transmitters. <br />5 <br />6 Mr. Bredison replied batteries warranted for 20 years power them. <br />7 <br />8 Commissioner Gray asked what the downside for this system versus a drive by. <br />9 <br />10 Mr. Bredison replied the new version is a licensed band to the City that transmits farther out with <br />11 significantly better performance and a better infrastructure. <br />12 <br />13 Commissioner Gray asked Mr. Hubmer about the bids that appeared to favor drive-by <br />14 technology over hardwires. <br />15 <br />16 Mr. Humber replied it was because they did not have the technology. He stated if the drive by <br />17 were needed the City could purchase it. Mr. Hubmer stated, for $800 per month, the City would <br />18 see a number of efficiencies. <br />19 <br />20 Commissioner Horst asked that as part of the installation to make sure it worked correctly. <br />21 <br />22 Mr. Bredison stated the installation tool sends out a transmission to make sure it works the first <br />23 time via GPS. <br />24 <br />25 Mayor asked where National Waterworks is headquartered. <br />26 <br />27 Mr. Bredison replied it is located in Eden Prairie, MN. <br />28 <br />29 Mayor Faust stated once the routing system is set up the City could realize a savings could be <br />30 immediately. <br />31 <br />32 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to approve Resolution <br />33 06-078, a Resolution Awarding a Bid for 2006 Automated Water Meter Improvements and <br />34 Appurtenant Work to National Waterworks Inc. of Eden Prairie, MN for the Fixed Base <br />35 Automated Meter Reading System. <br />36 <br />37 City Manager Mornson asked Mr. Hubmer to discuss schedule for residents. <br />38 <br />39 Mr. Hubmer displayed the project schedule: November 2006, present process to Council; <br />40 November 2006, notify residents of the process; December 2006, schedule appointments; <br />41 January 2007, begin water meter replacements and UI inspections; March 2007, complete meter <br />42 replacements and inspections, March -May 2007, I/I compliance follow-up and June 1, 2007, I/I <br />43 non-compliance fee of $100 per month begins. <br />44 <br />45 Motion carried unanimously. <br />46 <br />8 <br />
