He presented photos to the Council members. Mr. Jones stated Equinox <br />had no permit as required by the Minnesota Pollution Control Agency. He reported the only <br />reason they were caught is because neighbors filed complaints with the Minnesota Pollution <br />Control Agency. He stated there are three inspections for over 9,000 building sites. <br />Mr. Jones stated the developers did not, have the minimum guidelines for storm water runoff and <br />were fined for repeated incidences for dumping into Silver Lake. He went on to explain how and <br />where Equinox was pumping runoff using hoses without protection in place. <br />Mr. Jones stated it is not the responsibility of the City to police this but it is the common goal to <br />protect Silver Lake. He asked Council how to come up with a process to make sure contractors <br />adhere to the rules when they get a permit. He stated he would like the City to come up with <br />recommendation would like to come back and talk about this at a future Council meeting. <br />Mayor Faust asked Mr. Jones to pass this information on to City Manager Mornson. He stated <br />WSB was at the site. He stated the residents did exactly what needed to be done. He expressed <br />he appreciated Mr. Jones comments. <br />Mr. Jones recommended requiring contractors to present the MPGA permit before the final <br />permit is received. He also recommended Staff be trained to be aware of the problems and to ask <br />Public Works, Police and Fire to watch for violations <br />Mayor Faust stated there is a heightened awareness since he viewed the problem. He stated Mr. <br />Jones made a good point about the permit. <br />IX.
