Moore -Sykes, Assistant City'Manager <br />Date: November 14, 2006 <br />Subject: Yard Waste Site Joint Powers Agreement with Ramsey County <br />Background: In 2005, representatives from Ramsey County met with City officials to discuss the <br />possibility of permitting Hennepin County residents to use the compost and yard waste facility in <br />New Brighton. It was agreed to establish a pilot program for a year to determine the level of use <br />and this facility's ability to take in additional amounts of yard waste. The City agreed to compensate <br />Ramsey County $5,000 for the additional load on the County's yard waste system. <br />In October, City staff contacted Ramsey County staff to discuss extending this program into a multi- <br />year agreement. Ramsey County had reported that the program was a success and they agreed to <br />extend the JPA for an additional five (5) years.
