REQUEST FOR RAMSEY COUNTYBOARD ACTION ❑ <br />Type of Agenda: ❑ Policy <br />Administrative <br />Requesting Department: Public Health <br />Committee: <br />Committee: <br />County -Wide Ramifications <br />or <br />Affected Commissioner District(s) #: <br />❑ Consent ❑ Public Hearing <br />El Information El Ordinance <br />Meeting Date: <br />Meeting Date: <br />Board Meeting Date: 11/28/06 <br />Board Meeting Date: <br />SUBJECT: Yard Waste Site Joint Powers Agreement with the City of Saint Anthony <br />EXECUTIVE SUMMARY: <br />The City of Saint Anthony is located in two counties, with about one-third of its residents in the Ramsey County <br />portion and two-thirds in the Hennepin County portion. Longstanding County policy has been that only <br />residents of Ramsey County may use the County's yard waste sites. In late 2005 the City requested that all its <br />residents be allowed to use Ramsey County's yard waste sites and that it was willing to compensate the County <br />for the costs for such services for its residents who reside in Hennepin County. Consequently, the County Board <br />and City Council approved a joint powers agreement to allow any City resident to use the County's site in Arden <br />Hills through 2006. The City and County agreed that an annual payment of $5,000 for this period would <br />compensate the County adequately for the additional burden on its yard waste system. This payment is based on <br />the County's costs for its yard waste system and the relative proportion of residents residing in the Hennepin <br />County portion of the City. <br />The City has requested that this arrangement be extended for an additional five years, with the City providing an <br />annual payment of $5,000 to the County for these services. Because the arrangement has worked well, the <br />Department of Public Health recommends that the County Board approve a joint powers agreement for these <br />purposes. <br />ACTION REQUESTED: <br />1. Approve the Joint Powers Agreement between Ramsey County and the City of Saint .Anthony for Use of <br />Yard waste Management Sites, for the period of January I, 2007, through December 31, 2011. <br />2. Authorize the Chair of the County Board and the Chief Clerk to execute the Joint Powers Agreement. <br />
