(WSB) is excited to provide this proposal to develop a Geographic <br />Information System (GIS) for the City of St. Anthony. As your City engineer, we have managed <br />the City's utility and mapping for the past 10 years. <br />GIS is a computer technology that combines geographic and other data sources, such as property <br />information, to generate visual maps and reports. Currently, utility data exists in CAD databases <br />and paper files that are not referenced to a coordinate system. Converting the city's existing CAD - <br />based utility data to GIS and linking the information to as -built paper drawings would give the City <br />a GIS database that would streamline operations, increase the quality of services offered to <br />residents, improve the consistency of document retrieval, allow more effective decision making, and <br />save time and city funds. GIS can also be an effective tool for the Police and Fire Departments by <br />planning more efficient responses using a comprehensive, user-friendly mapping system. Based on <br />my experience with other cities, some ways that GIS can be of benefit to City of St. Anthony staff <br />are shown below: <br />• Interactive maps that allow staff to quickly retrieve as -built drawings. <br />• Mapping applications that support better decision making by giving managers the ability <br />to quickly access and analyze multiple data sources. <br />• Mapping applications that decrease emergency response time <br />• Reporting tools that can export parcel information to excel <br />• Mapping applications that show high resolution building images for emergency <br />responders <br />• Mapping applications that show accurate hydrant information for the Fire Department <br />Minneapolis 1 St. Cloud <br />Equal Opport42ty Employer PALETTERPROPOSALSiSt. Anthony VlllagelLTR-StaProposal-112006.doc <br />
