City Council Regular Meeting Minutes January 9, 2007 Page 8 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to Adopt Resolution 07-015, a Resolution Declaring the Cost to be Assessed and Ordering Preparation of Proposed Assessment. Motion carried unanimously. 7 C. Consider Resolution 07-016 Calling a hearing on proposed assessment for 2007 Street 8 and Utility Improvements. 9 10 Mr. Hubmer reported a hearing would be held at 7:00 p.m. on February 13, 2007 on the proposed I I assessments for the 2007 street and utility improvement projects. He stated all property owners 12 are invited to be heard. He informed Council the City Clerk would publish a notice and send out 13 mailings to the residents. He stated property owners could pay assessments by Nov 14, 2007 to 14 avoid all interest charges; any payments after that date would be assessed at next year's interest 15 rates. 16 17 Mayor Faust clarified a hearing must be called for first, then declare an order for the proposed 18 assessments and then hold a hearing for the proposed assessments. 19 20 Motion by Councilmember T huesen, seconded by Councilmember Gray, to Adopt Resolution 21 07-016; A Resolution calling for a Hearing on Proposed Assessment for 2007 Street and Utility 22 Improvements. 23 24 Motion carried unanimously. 25 26 D. Consider Ordinance 07-011: Amending Chapter 4 and Chapter 6 relating to the new 27 Automatic Water Meters. (First Reading) 28 29 Mr. Hubmer stated this ordinance proposed to amend Chapter 4 and Chapter 6 of the City code 30 to reflect changes related to replacement of the water meters and the card reading system in St. 31 Anthony. He stated the City would collect fees using bills generated by the City from radio -read 32 water meters. He stated the City would no longer be using cubic feet as the standard 33 measurement; rather it will convert to gallons. He stated the rates for 2007 under the existing 34 ordinance would be $1.93 for 100 cubic feet of water converted to $0.0026 per gallon of water. 35 Mr. Humber stated the minimum charge for water usage will go from $19.30 based on 1000 36 cubic feet of water usage to a minimum usage fee of $19.50 per gallon. He explained the 20 -cent 37 difference is the result of converting from cubic feet to gallons and rounding. 38 39 Mayor Faust stated the price of water did not go up; the City just changed the way it is measured. 40 41 Motion by Councilmember Gray, seconded by Councilmember Stille, to Approve the First 42 Reading of Ordinance 07-011; an Ordinance_ Amending Chapter 4 and Chapter 6 of the City 43 Code Being the Storm Water Facilities, Sanitary Sewer, Water, Street Excavation and Fees, 44 Rates and Charges. 45 46 Motion carried unanimously.
