5 <br />STAFF REPORT <br />To: City Council <br />From: Kim Moore -Sykes, Assistant City Manager <br />Date: February 13, 2007 <br />Subject: Silverwood Park Parking Study <br />Requested Action: Council Approval of Parking Study by Three Rivers Part District <br />Property Address: 4200 Silver Lake Road <br />Zoning District: Open Space/ Recreational <br />Background: On December 5, 2006, Staff met with representatives and consultants for Three <br />Rivers Park regarding the redevelopment plan for Silverwood Park, formerly the Salvation Army <br />Camp. During the meeting, various issues associated with this project were reviewed and <br />discussed. It was determined that the proposed park redevelopment does not require rezoning <br />and that the various components of the proposed redevelopment project do comply with the City's <br />permitted uses, accessory uses and setback requirements as outlined in Chapter 16 of the City's <br />Zoning and Land Use Code. <br />Representatives from Three Rivers Park District, SRF Consulting and Miller-Dunwidde Architects <br />presented a parking study to the Planning Commission at the January 16t" Planning Commission <br />meeting for comment. The Silverwood Park parking study shows that parking deficits will occur <br />depending on the event scheduled. They anticipate that weddings, concerts and 'peak events' of <br />2,000 park visitors will generally cause deficit -parking situations. "These scenarios are presented in <br />Appendix B of the report and their proposed alternative parking plans for large events where 2,000 <br />or more people are expected is discussed on pages 6 -10 of the report. <br />Requested Action: Because Silverwood Park is designated as open space/ recreational, the City's <br />Zoning Code states that the parking requirements in the R/O District will be set by the Council <br />according to the expected demand for a particular facility (Section 1650.05, Subd. 1, (e)(11)). <br />Representatives from Three Rivers have presented the future expected demands in the Silverwood <br />Park Parking Study and are requesting that the City Council review and approve their parking <br />plan for Silverwood Park. <br />Attachments: <br />• Letter from Three Rivers Park District <br />Minutes from January 16t1' Planning Commission meeting <br />Silverwood Park Parking Study <br />Resolution #07-027 <br />021307 3 Rivers Park Parking Council Staff Report <br />
