2/ <br />Silverwood Park does not require any rezoning, variances or conditional use <br />permits. The various components of the proposed development comply with. <br />the' permitted uses, accessory uses, and dimensional regulations outlined in <br />Section 1645. <br />The St. Anthony City Code does not. specify parking requirements for the <br />Recreational/Open 'Space District, and- leaves the determination of the <br />appropriate parking'provisions up to the City Council, as, described in Section <br />1650.05,Subd. 1 (e): <br />"(11) The parking requirements in the R/O District will be set by the <br />Council according to the expected demand for a particular facility." <br />Three Rivers Park District commissioned the parking study, which will be dent <br />under separate cover, as a part of.the project to. evaluate the; parking <br />demand on ,Silverwood Park, based on. the proposed park programming; <br />experience at other parks, and recognizedstandards. As a public agency, <br />Three Rivers Park District has,a responsibility to provide adequate parking for <br />everyday traffic and normal peak events.' In addition,. Three Rivers Park <br />District has a responsibility to avoid negatively impacting natural resources <br />with careful consideration and sizing of internal parking facilities, <br />Three Rivers Park District will. utilize alternate parking facilities to serve <br />larger special events that may require additional parking once or twice a <br />year. Three Rivers Park District has contacted numerous area business such <br />as nearby Wal-Mart/Cub Foods (Robert Muir Company); LDS New Brighton <br />Church, and Rosedale Shopping Center to utilize larger parking resources <br />during for these infrequent occurrences: Three Rivers Park District shuttle <br />vehicles will be utilized, or if needed, Three Rivers Park District will contract <br />with larger carriers. <br />Silverwood .Park's parking lot design includes 155 parking spaces at the <br />Visitor Center, 7 parking spaces at the eaet,side of the lawn area, and 68 <br />parking spaces at the overflow lot. These numbers are consistent with the <br />demand shown by the parking study, <br />In 'addition,' the following comparisons calculate the parking requirements <br />using criteria for similar uses in City of, St. Anthony zoning districts other <br />than Recreation/Open Space.. The calculations use the Silverwood Park <br />Visitor Center is planned at approximately 13,500 square feet in area. . <br />Banquet style events will seat approximately 250, and lecture style events <br />will seat approximately 350. The majority of events will use the banquet style <br />seating. <br />1. C District requires 1 parking space for every 300 sf of gross floor area <br />(1650.05 Subd. 1, (e) (6). <br />Silverwood Visitor Center: 13,500 sf/300 = 45 parking spaces. <br />Silverwood Art Studio (future): 6,000 sf/300 = 20 parking spaces <br />
